About the position

ONEOK is seeking a Regulatory Analyst I to join our Regulatory Tariffs and Certificates team. This position is essential for ensuring compliance with state and federal regulations, particularly focusing on filings with the Oklahoma Corporation Commission and the Railroad Commission of Texas. The ideal candidate will have experience in researching and documenting regulatory oversight topics, interpreting and editing contractual terms, and understanding midstream energy commercial and operational activities. Strong interpersonal communication skills are crucial for effective collaboration with internal stakeholders and regulatory agencies. This role is hybrid, allowing for a mix of remote work and time in our corporate office located in Tulsa, OK. As a Regulatory Analyst I, you will be responsible for preparing timely regulatory filings, including tariff change filings, rate change filings, certificate filings, and compliance reports required by federal and state regulatory agencies. You will work closely with various departments to develop necessary exhibits to support these filings and ensure that all submissions meet the applicable regulatory agencies' requirements. Additionally, you will gather information and assist in drafting responses to discovery or data requests, as well as prepare for federal and state regulatory audits and inspections. Your role will also involve reading and interpreting agency orders and dockets, providing recommendations to management based on these orders, and researching other regulatory filings as directed. Effective communication is key in this position, as you will be responsible for educating and advising company personnel and customers on regulatory issues, as well as liaising with regulatory agency representatives regarding specific filing questions. You will also be tasked with compiling and preparing information for tariff filings, certificate filings, and regulatory reports, ensuring that all documentation is accurate and submitted in a timely manner.

Responsibilities

  • Prepare timely filings of all necessary regulatory reports, applications, and tariff filings including the preparation of the transmittal letter, the response or request to the applicable agency, and all related supporting documentation applicable to the filing.
  • Work with the appropriate departments to develop or prepare the necessary exhibits to support the filings.
  • Prepare filings in accordance with the applicable regulatory agencies' filing requirements regarding the applicable filings.
  • Gather information and assist in drafting responses to discovery or data requests.
  • Gather information needed for Federal and State regulatory audits and inspections.
  • Read and interpret agency orders and dockets, providing recommendations for management relating to the orders.
  • Research other interstate or intrastate regulatory filings as directed; develop recommendations on appropriate course of action for Natural Gas Segment.
  • Communicate with and/or inform, educate, or advise company personnel and customers relative to regulatory issues, questions and requests for information.
  • Communicate with regulatory agency representatives with respect to specific filing questions as appropriate.
  • Research, analyze, compile, and/or prepare information including but not limited to: Tariff filings, Certificate filings, Regulatory reports, Supporting documents.
  • Coordinate responses to data requests.

Requirements

  • Bachelor's Degree or Juris Doctorate or specific job related experience.
  • Experience reading and interpreting internal and external correspondence, governmental regulations, reports, orders, commission reports, financial reports, contracts, and legal documents.
  • Experience in use and function of office equipment including computers and applicable software.
  • Experience analyzing, researching, and preparing applications, supporting documentation, reports, exhibits, testimony, data requests and/or correspondence.
  • Knowledge of regulatory administration activities.
  • Knowledge of accounting methods and practices.
  • Knowledge of regulatory/governmental regulations.
  • Knowledge of communications skills.
  • Knowledge of legal proceedings, testimonies, documents.
  • Ability to communicate effectively.
