About the position

The position is responsible for managing the regulatory filing process for commercial health plans, ensuring timely and accurate communication of state and federal regulatory updates. The role involves preparing and submitting annual Qualified Health Plan (QHP) and Off-Exchange product filings, monitoring regulatory guidance, and acting as the primary contact between the company and regulatory agencies. The individual will also conduct research, maintain critical trackers, and collaborate with cross-functional departments to support regulatory compliance and product development.

Responsibilities

  • Prepare, organize, and submit annual QHP and Off-Exchange product filings for assigned states using HIOS and SERFF.
  • Monitor regulatory guidance and requirements affecting Centene's commercial products.
  • Analyze, interpret, summarize, and distribute regulatory filing guidance to impacted departments.
  • Provide guidance to business units on regulatory filing requirements and timelines.
  • Execute timely and accurate formal regulatory filings, ensuring deliverables are received and filed appropriately.
  • Act as the primary contact between Regulators and the company during the filing season.
  • Manage relationships with regulatory agencies related to commercial filings.
  • Lead responses to DOI objections and CMS correction communications for assigned states.
  • Conduct assigned special projects and maintain critical trackers related to filing work.
  • Perform regulatory filing research to aid in the development of new products and initiatives.
  • Interpret and distribute data collected during the filing season to update processes for improvement.
  • Create and maintain a deliverables chart for state-specific filings.
  • Audit trackers and deliverables for assigned states to ensure consistency and quality.
  • Develop trust-based relationships and collaborate with other functional areas for project deliverables.
  • Maintain and implement department policies, procedures, and work processes.
  • Identify, analyze, and manage resolution of filing-related issues for low-risk states.
  • Attend external and/or virtual conferences to evaluate industry trends.

Requirements

  • Bachelor's Degree in Business, Communications, Healthcare, Political Science/Pre-Law or equivalent experience required.
  • 3+ years of regulatory experience, including product regulatory filings (CMS and/or State DOI).
  • Experience in commercial health insurance required.
