About the position

The position is responsible for managing the communication of state and federal regulatory updates related to commercial health insurance filings. This includes preparing and submitting annual product filings, acting as the primary contact between regulators and the company, and ensuring compliance with regulatory requirements. The role requires monitoring regulatory changes, analyzing their impact, and communicating risks to relevant departments. Additionally, the position involves leading projects, maintaining filing trackers, and developing training materials for junior staff.

Responsibilities

  • Prepare, organize, and submit annual QHP and Off-Exchange product filings for assigned states using HIOS and SERFF.
  • Act as the primary contact between Regulators and the company during the filing season.
  • Monitor updated regulatory guidance and requirements affecting commercial products.
  • Identify, analyze, interpret, summarize, and distribute regulatory filing guidance to impacted departments.
  • Execute timely and accurate formal regulatory filings and track deliverables across multiple departments.
  • Manage relationships with regulatory agencies and communicate directly with regulators.
  • Perform research and interpretation of regulatory filing rules to aid in product development.
  • Create visual tools to communicate complex ideas to larger audiences.
  • Present data to internal stakeholders for decision-making purposes.
  • Maintain a deliverables chart outlining required documents for state-specific filings.
  • Develop and maintain critical trackers related to filing work and audit for consistency and quality.
  • Assess regulator objections and provide guidance for crafting appropriate responses.
  • Develop trust-based relationships and collaborate with other functional areas to lead projects.
  • Maintain and implement department policies, procedures, and work processes.
  • Assist in developing junior employees and maintain training materials.
  • Identify, analyze, and manage resolution of filing-related issues for high-risk states.

Requirements

  • Bachelor's Degree in Business, Communications, Healthcare, Political Science, or a related field or equivalent experience required.
  • 4+ years of regulatory experience, including policy analysis and/or product filings (CMS and/or State DOI) or other related experience required.
  • In-depth knowledge of health products, procedures, and state insurance regulations preferred.
  • Experience in commercial health insurance preferred.
  • Knowledge of SERFF and HIOS strongly preferred.
