About the position

UCSD Health Sciences is a $1 billion dollar plus organization encompassing 17 academic departments (15 clinical, 2 basic sciences), 2 preacademic/hospital departments, 2 professional schools (School of Medicine and Skaggs School of Pharmacy and Pharmaceutical Sciences), 2 hospitals, and various other programs and units all dedicated towards fulfilling the Health Sciences missions. The UCSD Department of Cellular and Molecular Medicine (CMM) is one of two basic science units in the School of Medicine where world-class researchers study fundamental cellular processes and pathways using a variety of techniques from classical genetics and fluorescence microscopy to high throughput genomics, systems biology, and crystallography. Our 37 faculty and over 200 postdoctoral scholars, graduate students, and research staff work on the cutting edge of biology, cutting across fields from basic biochemistry and genetics to genomics, systems biology and stem cell biology. The faculty also play a major role in medical and graduate student training, providing educational and programmatic offerings that span several disciplines and provide diversity to meet the interests of a broad spectrum of students and scholars. Uses skills as a seasoned and experienced pre and post award research administrator to independently prepare and manage research proposals, awards and transactions related to contract and grant management, and maintain contract and grant records in compliance with institutional research sponsor policies. Under minimal supervision, the incumbent performs full proposal development, administration, and analytical and strategic reporting for a multi-PI proposal portfolio. This position requires exceptional customer service skills. Pre award support will be required for all funding mechanisms and all sponsors. Assignments include multiple PI's, department recharge centers, multiple funding sources, multiple institutions, and multiple sites. Manages proposals and awards of diverse scope where analysis of data requires thorough understanding of complex regulations and requirements. Completes and approves transactions for signature by manager or other authorized institutional official. Comprehensive post award management includes using strong analytical skills for allocation and expense monitoring, understanding of agency-specific requirements, detailed and timely reporting, and advisement to faculty. All post award transactions will be supported by this position. Supports CMM's annual budget process by providing reports of pending funding and effort. Supports faculty in compliance with E-Cert.

Responsibilities

  • Independently prepare and manage research proposals, awards, and transactions related to contract and grant management.
  • Maintain contract and grant records in compliance with institutional research sponsor policies.

Requirements

  • Seven (7) years of related experience or a Bachelor's degree in a related area plus three (3) years of related experience.
  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors.
  • Demonstrated ability to evaluate RFP and RFA language of sponsors.
  • Proven efficiency and accuracy in the preparation of grant budgets.
  • Demonstrated understanding of the grant proposal process from inception to completion.
  • Familiarity with federal, state, and private agency contract and grant regulations.
  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research.
  • Ability to manage significant volume of transactions and prioritize a high volume workload.
  • Demonstrated ability to work in pressure situations to meet deadlines.
  • Competence with all transaction functions including purchasing, account reconciliation, accounts payable and receivable systems.
  • Ability to perform complex financial analysis and customized reporting.
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis.
  • Ability to maintain independent judgment and strong organization and communication skills.
  • Demonstrated problem-solving and organizational skills.
  • Maintains current knowledge of compliance regulations in all areas of research administration.
  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
  • Demonstrated extramural research proposal preparation with emphasis on NIH and other Health Sciences related funders.
  • Ability to independently interpret and implement appropriate UCSD and agency policies.

Nice-to-haves

  • Knowledge of the Personnel Payroll System (PPS) policies and procedures.
  • Competent with UCSD information systems that promote excellent fund management.
  • Experience with UCSD online and web-based accounting systems (IFIS, FinancialLink, etc.).
