About the position

The Oregon State Police is seeking multiple full-time Research Analyst 2 positions within the Firearm Instant Check Unit located in Salem, Oregon. This role is critical in determining whether individuals may purchase firearms in accordance with Oregon and Federal laws, rules, and policies. The successful candidate will be responsible for analyzing and interpreting these laws and regulations to support the state Firearms Instant Check System (FICS) program. This includes making timely and accurate decisions regarding the approval or disqualification of firearm transfers for federally licensed firearm dealers (FFLs) and private parties, utilizing various databases and fingerprint-based criminal history files. In this position, you will communicate and explain rules and regulations to customers who intend to purchase firearms, as well as those who have been delayed or denied transfers. You will also handle customer complaints and challenges regarding decisions made by the unit. Conducting thorough research across databases, courts, law enforcement agencies, and other government entities will be essential to gather the necessary information for making independent decisions about firearm purchases. The implications of these decisions are significant, as an incorrect determination could infringe upon an individual's Second Amendment rights or allow a prohibited person to acquire a firearm. The work schedule for this position is Monday to Friday, from 8 AM to 5 PM. Responsibilities

  • Analyze and interpret Oregon and Federal laws, rules, and policies related to firearm purchases.
  • Make timely and accurate decisions regarding the approval or disqualification of firearm transfers.
  • Utilize multiple databases and fingerprint-based criminal history files to support decision-making.
  • Communicate rules and regulations to customers intending to purchase firearms.
  • Handle customer complaints and challenges regarding firearm transfer decisions.
  • Conduct research across various databases, courts, and law enforcement agencies to gather necessary information.
  • Document decisions regarding the approval, delay, or denial of firearm purchases.

Requirements

  • A Bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures.
  • Three years' experience as a research assistant comparable to the work of a Research Analyst 1.
  • Two years' experience using computer applications to gather, compile, analyze, and report information and statistical data.

Nice-to-haves

  • Ability to gather, analyze, and interpret data to determine a course of action.
  • General knowledge of computer concepts and applications such as query and reporting tools, spreadsheets, and statistical software.
  • Knowledge of research techniques, methods, and procedures for collecting and compiling data.
  • Ability to write effective technical narrative reports based on analyzed research data.
  • Strong verbal and written communication skills to interact with a variety of stakeholders.
