About the position

COLSA Corporation is seeking a Sr. Innovation Analyst to support the Marine Corps Information Operations Center (MCIOC) in Quantico, VA. This role involves providing innovative solutions that enhance the capabilities, resources, and activities related to the Marine Corps Information Command (MCIC) and MCIOC. The successful candidate will be responsible for offering improvement recommendations on internal command procedures and providing specific insights through the analysis of surveys or studies focused on particular cultural or political demographics. This analysis aims to bolster MCIOC's ability to conduct Influence Operations (IO). The position requires the exploration of available technical solutions and resources that can inform the commander's efforts to create or exploit information advantages. The analyst will also support the initial assessment of new technologies that may provide advantages in various mission areas and assist in evaluating emergent capabilities that could enhance MCIOC's future operations. Additionally, the role involves developing assessment findings and briefing materials, providing advice and recommendations on existing OIE doctrine publications, and participating in various conferences and doctrinal exchanges. The analyst will analyze and make recommendations regarding the Marine Corps Doctrinal Process and review doctrine not specifically related to OIE for implications on the USMC perspective. This position is critical in ensuring that the Marine Corps can effectively adapt and respond to the evolving information environment.

Responsibilities

  • Provide innovative support to OIE capabilities, resources, and activities related to the Marine Corps Information Command (MCIC)/MCIOC merger.
  • Provide improvement recommendations after reviewing internal command procedures.
  • Provide specific insight through analysis of survey results or studies of a particular cultural or political demographic to enhance MCIOC's ability to conduct Influence Operations.
  • Explore available technical solutions and resources to inform commander's attempts to create or exploit information advantages.
  • Support the initial assessment of new technologies that may provide an advantage in various mission areas.
  • Assist with the assessment of emergent capabilities that may enhance MCIOC's future capabilities.
  • Assist with the development of assessment findings and briefing materials.
  • Provide advice, opinions, recommendations, and other non-discretionary services to existing OIE doctrine publications.
  • Provide recommendations on Marine Corps, Joint, Multi-Service, Coalition and Other Government Agencies (OGAs) doctrine, tactics, techniques, and procedures.
  • Participate in conferences and doctrinal exchanges such as in-progress reviews, command decision briefings, and doctrine review committees.
  • Analyze and make recommendations regarding the Marine Corps Doctrinal Process and associated processes for designated doctrinal proponent or executive agent.
  • Review doctrine not specifically related to OIE for implications on USMC perspective.

Requirements

  • Advanced knowledge in technical and/or professional fields.
  • Proficiency in utilizing advanced techniques, mathematics, statistical methods, and engineering methods.
  • Ability to apply principles and laws of scientific and economic disciplines to solve complex problems.

  • U.S. Citizenship with the ability to obtain security clearance.
  • Minimum of a high school diploma.
  • Minimum of 12 years direct related experience.
  • Experience in improvement procedures, assessments, and recommendations to Marine Corps IOE planning, Joint, Multi-Service, Coalition and other Government agencies.
  • Ability to provide concise summary of the most important findings from survey results and studies of cultural and political demographics to assist in Influence Operations.
  • Working knowledge of military doctrine and the ability to process and review a variety of doctrine documents, resources, and capabilities related to USMC perspective.
  • Operations Research background.
  • Active TS/SCI DoD clearance; US Citizenship required.
