About the position

The Research Analyst Supervisor position in Boise, Idaho, is a pivotal role within the Bureau of Financial Operations, focusing on the forecasting and information management processes essential for the department's budgetary needs. This position is responsible for managing and projecting expenditures, revenue, federal match, utilization, eligibility, and seasonality, which are critical for effective budget planning. The supervisor will also oversee the Government Transparency handout, ensuring that the information is accurate and accessible to the public. In this role, the supervisor will collaborate closely with the Division of Financial Management on budget forecasts and reporting, spending significant time with internal business units and department staff to assess their information needs. This includes conducting statistical analyses, interpreting trends, and summarizing research results to inform decision-making processes. The position requires a strong analytical mindset and the ability to communicate complex data findings effectively to various stakeholders. The supervisor will also be responsible for developing and designing data analytics that support value-based contracts, population health management, and quality outcomes while working to reduce costs. Continuous improvement of the Data Warehouse and associated business tools is a key responsibility, along with contract management and oversight of Medicaid's decision support system contractor. Additionally, the supervisor will plan, develop, and implement solutions to data systems that support research needs, as well as organize and direct staff activities, including hiring, training, and evaluating team members.

Responsibilities

  • Communicate results of data extractions and internal analysis as needed.
  • Develop and design data analytics that support value-based contracts, population health management, quality outcomes, and reducing costs.
  • Provide oversight and make continuous improvements to the Data Warehouse and associated business tools.
  • Perform contract management and oversight of Medicaid's decision support system contractor.
  • Plan, develop, and implement solutions to data systems to support research needs.
  • Plan, organize, and direct staff activities; hire, train, and evaluate staff.

Requirements

  • Considerable knowledge of modeling and trend analysis and simulation techniques, typically gained by completion of at least two semesters of college-level statistics in modeling, trend analysis, and simulation techniques, and at least two years of relevant practical experience and training in those areas, or at least four years of work experience.
  • Good knowledge of supervisory practices, typically gained by at least one year of experience performing as a supervisor, which required work assignment, direction, and monitoring staff with responsibility, or completion of a class or seminar specifically covering supervisory practices plus at least six months of experience performing as a full supervisor, or completion of six college credit hours of courses or seminars covering essential elements of management.
  • Experience planning and directing research and statistical projects and evaluating and presenting results, typically gained by at least one year of experience in this area.
  • Experience using and interpreting output of a statistical analysis software package, typically gained by at least one year of experience using and interpreting statistical output from software such as ArcView GIS, SPSS, and Excel.
