About the position

The Research Analyst position at the Office of Labor Relations involves a variety of responsibilities centered around the negotiation and administration of collective bargaining agreements. Under general supervision, the analyst will assist in negotiations by staying updated on the status of negotiations, working closely with negotiators to prepare for sessions, and attending collective bargaining meetings to take detailed notes. This role requires a thorough understanding of the contracts of assigned bargaining units, and the analyst will maintain an organized electronic file containing all relevant information such as bargaining notes, demands, and costings. In addition to supporting negotiations, the Research Analyst will calculate wage and benefits costs to be used in negotiations and related proceedings. This includes preparing cost data and ensuring adherence to agreed methodologies. The analyst may also assist in training staff on costing methodologies. Conducting salary and benefit surveys is another key responsibility, which involves collecting data from other jurisdictions, analyzing it, and preparing clear reports. The analyst will respond to inquiries from city agencies and other sources, ensuring that all communications are accurate and timely. The position requires a strong ability to gather and present information in a well-organized manner, with reports and memos needing to be completed by assigned deadlines. The role is essential in providing accurate information and support to the Office of Labor Relations, contributing to effective labor negotiations and agreements.

Responsibilities

  • Assist in negotiations and administration of collective bargaining agreements.
  • Stay abreast of the status of negotiations and work closely with negotiators in preparation.
  • Attend collective bargaining sessions and take detailed notes.
  • Research collective bargaining demands and provide accurate information.
  • Serve as a specialist on all contracts of assigned bargaining units.
  • Maintain an electronic file with all relevant information including bargaining notes and costings.
  • Prepare pay authorizations to ensure proper implementation of contract terms after agreements are reached.
  • Calculate wage and benefits costs for negotiations and related proceedings.
  • Prepare cost data and appropriate backup for review within prescribed time limits.
  • Conduct salary and benefit surveys by collecting and analyzing data from other jurisdictions.
  • Prepare clear, concise, well-documented reports in accordance with established formats.
  • Respond to inquiries from City Agencies and other sources in a timely and accurate manner.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities related to the duties described; or
  • High school graduation or equivalent and six years of experience in community work or community-centered activities related to the duties described; or
  • Education and/or experience equivalent to the above, with at least one year of experience as described.
