About the position

The Research and Data Analyst position at Oregon State Treasury involves researching, gathering, analyzing, and reporting on information to support debt-related programs. The role is crucial for implementing policies and procedures related to the state's bonding programs, ensuring compliance with federal and state regulations, and maintaining data accuracy for various stakeholders.

Responsibilities

  • Conduct local debt verification for all local governments and state agencies.
  • Assist lead staff with BondTracker testing and data updates.
  • Manage the entry of bond data, redemptions, and defeasance in the BondTracker system.
  • Conduct periodic reviews of assessment and debt data for accuracy.
  • Develop and prepare statistical or financial reports.
  • Collaborate with stakeholders to ensure accurate reporting of debt management data on the State's website.
  • Conduct research requests for information from various sources.
  • Gather and ensure the accuracy of financial, demographic, and economic information for reports and presentations.
  • Assist in preparing annual and periodic reports for the State Debt Policy Advisory Commission and Municipal Debt Advisory Commission.
  • Assist in the preparation and dissemination of periodic disclosure filings.
  • Communicate and coordinate with other State agencies regarding reporting processes.
  • Review Oregon Administrative Rules and make recommendations for updates.
  • Analyze potential fiscal impacts of proposed legislation and participate in task force groups.
  • Support the legislative analysis process by preparing written summaries of proposed legislation.
  • Track and review referendums to determine their impact on bonding programs.

Requirements

  • A bachelor's degree in business or public administration, behavioral or social sciences, or a related field with two years of experience coordinating or administering a program; OR a combination of experience or education equivalent to five years that supports the knowledge and skill requirements.

  • Finance experience from a bank, broker-dealer, rating agencies, or government.
