About the position

The Research Scientist IV will play a pivotal role in leading a research agenda and implementing health informatics strategies specifically in support of the Opioid Data to Action in States Grant. This position requires collaboration with various stakeholders, including staff from the Public Health Information Group, the Opioid Prevention Program, and the Department's programs and Performance Improvement Council. The incumbent will be responsible for managing the coordination, development, and implementation of epidemiology, surveillance, research, and evaluation activities focused on opioid-related indicators. These efforts are crucial for guiding overdose response initiatives and targeting effective interventions. Key responsibilities include managing the development of a comprehensive research and analysis plan that outlines major measures and identifies appropriate data sources. The Research Scientist IV will oversee the creation of algorithms for various opioid-related measures and the development of analytical programs aimed at validating these measures and generating actionable results. Additionally, the incumbent will be tasked with researching new technologies and methodologies to enhance the functionality of the Opioid Dashboard, which is essential for assessing opioid burden, identifying high-risk populations, and monitoring progress over time. The role also involves overseeing the preparation of written reports, peer-reviewed publications, and presentations, as well as managing evaluation activities to assess the effectiveness of implemented strategies. The Research Scientist IV will lead responses to ad-hoc requests and provide guidance and technical assistance to key stakeholders. Furthermore, the position includes supervisory responsibilities over staff and other related duties as assigned, ensuring that the research agenda aligns with the overarching goals of public health initiatives.

Responsibilities

  • Lead a research agenda and implement health informatics strategies for the Opioid Data to Action in States Grant.
  • Manage the coordination, development, and implementation of epidemiology, surveillance, research, and evaluation activities for opioid-related indicators.
  • Develop a detailed research and analysis plan that includes major measures and appropriate data sources.
  • Oversee the development of algorithms for various opioid-related measures.
  • Oversee the development of analytical programs for validating measures and generating results.
  • Research new technology and methods to enhance the Opioid Dashboard functionality.
  • Prepare written reports, peer-reviewed publications, and presentations.
  • Manage evaluation activities to assess the effectiveness of strategies.
  • Lead responses to ad-hoc requests and provide guidance to stakeholders.
  • Supervise staff and perform related duties as assigned.

Requirements

  • Bachelor's degree in Public Health, Epidemiology, Health Informatics, Statistics, or a related field and five years of research experience; OR a master's degree in a related field and four years of research experience; OR a Doctorate in a related field and two years of research experience.
  • Proficiency in data analysis, database and statistical software, and interpretation and dissemination of data for varied audiences.
  • Experience with analyzing large public health data such as emergency department, hospital discharge, vital statistics, BRFSS, and Medicaid data.
  • Proficiency in advanced statistical analysis and programming languages including SAS (SAS BASE, SQL, GRAPH, STAT, ODS, MACRO).
  • Advanced experience developing web-based interactive public health performance dashboards.
  • Demonstrated proficiency in Microsoft Office.
  • Experience communicating effectively to various audiences in writing and verbally.
  • Some experience in a supervisory capacity.

Nice-to-haves

  • Master's degree in public health or related field and at least four years of experience in public health research, surveillance, and evaluation.
