About the position

The Resource and Policy Analyst position at the University of Illinois is a hybrid role focused on planning and budgeting within the institution. The primary responsibilities include designing, conducting, and interpreting institutional research and policy studies, particularly in areas such as staffing trends, employee compensation, faculty characteristics, and quality measures. The incumbent will play a crucial role in assisting with the preparation and documentation of the University's annual operating and capital budget requests, as well as producing supporting materials required by State of Illinois agencies. In this role, the analyst will access, analyze, and summarize data for various internal, local, state, and federal reports, ensuring accuracy and timeliness. Effective communication of research findings will be essential, utilizing written, verbal, graphic, and tabular formats. The analyst will also assist with analytical studies in response to both internal and external data requests, focusing on faculty salary and characteristics, staffing trends, and mandated reporting to the State of Illinois. The position requires conducting peer comparisons and special studies as needed, utilizing the University of Illinois and Planning and Budgeting databases, and developing additional information resources to meet institutional reporting requirements. A high level of technical competence is necessary, particularly in using tools such as SAS and SQL for data extraction, manipulation, analysis, and report development. The analyst will also assist in producing the annual University budget request and provide background information for technical questions related to the budget request by The Illinois Board of Higher Education and legislative staff. Participation in institutional data exchange activities and collaboration with team members to refine the unit's research agenda based on national and state trends in key subject areas will also be part of the role. Other duties may be assigned as necessary.

Responsibilities

  • Access, analyze, and summarize data for internal, local, state, and federal reports in an accurate, timely manner.
  • Effectively communicate research findings and other information in written and verbal formats as well as graphic and tabular displays.
  • Assist with analytical studies in response to internal and external data requests, particularly in the areas of faculty salary and characteristics, staffing trends, and employee compensation.
  • Conduct peer comparisons and other special studies as required.
  • Use University of Illinois and Planning and Budgeting databases and develop other information resources as needed to satisfy institutional reporting requirements.
  • Maintain a high level of technical competence in utilizing tools such as SAS and SQL to extract and manipulate data, perform analysis and develop reports.
  • Assist in the production of the annual University budget request.
  • Provide background information to technical questions concerning an annual budget request by The Illinois Board of Higher Education and legislative staff.
  • Assist with annual submission of Illinois State Legislature Forms and legislative briefing materials.
  • Participate in institutional data exchange activities.
  • Work as a team member to refine the unit's research agenda based on scanning of national and state trends in key subject areas.
  • Other duties as assigned.

Requirements

  • Bachelor's degree in a discipline that includes quantitative analysis.
  • Two (2) years of relevant work experience in data analytics and reporting; data source construction.

Nice-to-haves

  • One year of experience in data analytics and reporting, data source construction, data collection and assessment, statistical analysis, information management, and/or institutional research.
  • One year of experience writing standardized data queries.
  • One year of experience in areas related to the duties described above.
  • Experience in SAS, R, Python, or similar programming language.

Benefits

  • Salary range is $70,000-$80,000, competitive and commensurate with qualifications and experience, while also considering internal equity.
