About the position

The Department of Public Health (DPH) is seeking a dedicated and detail-oriented Revenue Cycle Analyst to join our team in San Bernardino, CA. This full-time position is crucial for maintaining, monitoring, reviewing, and analyzing the daily project activities of the Electronic Health Record (EHR) System within the Revenue Cycle Unit. As a Revenue Cycle Analyst, you will serve as a subject matter expert on EHR system regulatory requirements, guidelines, and payer contractual obligations. Your primary responsibility will be to ensure that all codes and descriptions for services, procedures, supplies, and pharmaceuticals are accurately identified and compliant with coding guidelines and regulatory standards. In this role, you will coordinate project activities, manage billing help desk requests, and support billing processes to streamline workflows and maximize revenue. You will also assist in developing systems security standards and meeting enterprise compliance objectives. Your duties will include developing system testing protocols, assisting with systems implementation, and conducting end-user training. Essential tasks will involve revenue workflow optimization, policy development, data analysis and reporting, and compliance monitoring. You will be responsible for setting up Electronic Health Records (EHR) fee schedules by fiscal year and provider, creating new procedure codes as requested by medical professionals, updating medication costs, and troubleshooting billing issues. Additionally, you will perform audits of billing and collaborate with the Innovation Technology Department to resolve errors. Your role will also require evaluating and making recommendations to management for cost savings, new service updates, and training. You will prepare user manuals, training materials, desk procedures, and executive summaries, while identifying fiscal security and application permission needs. Conducting program and module testing and training will also be part of your responsibilities. This position is officially titled Systems Accountant II, and it offers bi-annual step increases and annual salary increases, along with a CPA stipend for eligible employees.

Responsibilities

  • Maintain, monitor, review, and analyze daily project activities of the EHR System within the Revenue Cycle Unit.
  • Serve as a subject matter expert for EHR system regulatory requirements and payer contractual obligations.
  • Ensure accurate identification and compliance of codes and descriptions for services, procedures, supplies, and pharmaceuticals.
  • Coordinate project activities and manage billing help desk requests to streamline workflows and maximize revenue.

  • Evaluate and recommend cost savings and new service updates to management.
  • Prepare user manuals, training materials, desk procedures, and executive summaries.

Requirements

  • Bachelor's degree in Accounting, Finance, Healthcare Administration, Business Administration, or a related field with 30 semester units in accounting or finance.
  • Two years of professional-level healthcare accounting, finance, or administrative experience in a healthcare organization.
  • Experience implementing, managing, troubleshooting, and training within an EHR system.
  • Ability to analyze, evaluate, and implement changes and upgrades to an EHR system.
  • Experience documenting business requirements, functionality, systems controls, and end-user training materials.
  • An active California Certified Public Accountant license may substitute for the education requirements.

Nice-to-haves

  • Master's degree in Public Administration, Business Administration, Healthcare Administration, Accounting, or Finance.
  • Strong knowledge of standard hospital revenue cycle activities and practices.
  • Familiarity with CPT/HCPC, UB-04 Revenue Coding, modifiers, and billing regulations.
