About the position

The Safety & Security Specialist at Irvine Ranch Water District plays a crucial role in developing and promoting safety and emergency preparedness programs across the district. This position involves training delivery, program development, inspections, audits for process improvements, and the identification and correction of workplace hazards. The specialist will work independently to coordinate safety and security initiatives, ensuring compliance with safety regulations and fostering a safe work environment.

Responsibilities

  • Assist in the development and implementation of the District's Safety Program.
  • Conduct periodic audits and inspections to identify unsafe conditions and provide recommendations for controlling hazards.
  • Respond to requests from agencies for Hazardous Materials inspections and other required inspections.
  • Update Hazardous Material Disclosure and Business Emergency Plans and support the maintenance of the California Accidental Release Prevention program.
  • Work with staff to ensure compliance with regulatory requirements and promote awareness among employees.
  • Review contractors' safety submittals and provide written responses based on exposure and scope of work.
  • Review incident reports and support supervisors in conducting root cause analyses for work-related incidents.
  • Participate in the development and implementation of safety training and learning opportunities.
  • Conduct ergonomic evaluations and provide feedback related to ergonomic issues.
  • Assist with the development of emergency response plans and maintain the District's emergency preparedness plans.
  • Support the readiness of the District's Emergency Operation Center, including maintenance of plans and resources.
  • Evaluate risk and develop procedures and physical security measures to safeguard personnel and property.
  • Respond to security incident reports and investigate with corrective actions.

Requirements

  • Bachelor's degree in occupational health and safety, emergency preparedness, or a related field.
  • Three years of experience in occupational safety program administration and/or emergency response planning.
  • Three years of experience with CAL-OSHA regulations and emergency management principles.
  • Valid Class 'C' California Driver's License.
  • Standardized Emergency Management System (SEMS) and FEMA National Incident Management System (NIMS) certificates.

Nice-to-haves

  • Certified Safety Professional (CSP) or Associate Safety Professional (ASP) certification is desirable.
  • Public utility experience is highly desired.
