About the position

Provide services as a Scientific Program Manager in support of the overall functions of the OD/OSMO/OMIFM.

Responsibilities

  • Provide transition assistance and consulting services to the Director, OMIFM.
  • Provide recommendations on OMIFM reorganization strategies that support hiring, onboarding, training, and performance planning activities.
  • Provide recommendations on organizing and strengthening mission planning capabilities throughout OMIFM in alignment with the reorganization.
  • Provide recommendations in the development of mission planning models and analysis that ties into the development of budget plans that align with scientific opportunities for the formulation and execution of future year budgets.
  • Provide recommendations on the development of information gathering and management strategies to improve the analysis, planning and management of NIAID resources and to allow information to be disseminated to a wide variety of audiences.
  • Provide recommendations on developing a clearly defined organizational strategy and approach for how data is used in data-driven decision making, analytics, and the improvement of NIAID processes.
  • Provide assistance and support focused on policies, business rules, processes, systems, roles, and responsibilities for the spectrum of budget-related NIAID activities, including: Grants planning, payline establishment, leadership and Council approvals, and financial management.
  • Developing Commitment Bases used in constructing Operating Plans and President's Budgets.
  • Developing Operating Plans and quarterly updates of the Operating Plan during the year of execution.
  • Planning for and managing under continuing resolutions.
  • NIAID's annual Congressional Justification Submissions.
  • Allocation Memos for Extramural and Intramural Research activities.
  • Managing expenditures during the End of Year process to assure efficient use of budgeted funds.
  • Year-end close out activities and strategies.
  • AIDS data collection and reporting activities and budget formulation (OAR).
  • COVID resource management and spending activities.

Requirements

  • Bachelor's degree is required in a related field.
  • Minimum of fifteen (15) years of related experience is required.
  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff.
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects.
