About the position

The Department of Motor Vehicles (DMV) is seeking multiple Scrum Masters to join its IT Services administration. This role is exclusively open to current DMV employees and involves significant responsibilities in managing and facilitating Agile project methodologies. The Scrum Master will report directly to the IT Program Project Manager and will be tasked with running sprints while collaborating with cross-functional teams, including Product Owners, Developers, Analysts, and Testers. The Scrum Masters will be responsible for the ongoing management of the product backlog, user stories, and quarterly planning sessions, ensuring that projects are delivered on time, within budget, and meet high-quality standards. In this position, the Scrum Master will oversee the overall direction, management, communication, coordination, and accountability of project-oriented work efforts across the IT organization. The focus will be on technical projects related to the design, development, execution, implementation, or maintenance of systems or software. The incumbent will create and adjust plans, track key milestones, monitor budgets, vendors, and resources to meet customer needs, and will be assigned to projects with multiple interdependencies and varying complexity, scope, risk, and impact to the business. The Scrum Master will provide leadership and mentorship to software development teams as they execute Agile methodologies. This includes assisting teams in identifying impediments and risks, facilitating efforts to remove barriers, and reporting on these obstacles to management when necessary. Collaboration with other Scrum Masters will be essential to ensure the achievement of organizational objectives. Selected candidates will initially be required to work in the office from Monday to Friday for the first three months, after which two days of telework will be available.

Responsibilities

  • Run sprints and collaborate with cross-functional teams including Product Owners, Developers, Analysts, and Testers.
  • Manage the product backlog and user stories, and facilitate quarterly planning sessions.
  • Oversee the direction, management, communication, coordination, and accountability of project-oriented work efforts.
  • Ensure projects are delivered on time, within budget, and adhere to high-quality standards.
  • Create and adjust project plans, track key milestones, and monitor budgets, vendors, and resources.
  • Provide leadership and mentorship to software development teams executing Agile methodologies.
  • Assist teams in identifying impediments and risks, and facilitate efforts to remove barriers.
  • Report obstacles to management when necessary and collaborate with other Scrum Masters to achieve organizational objectives.

Requirements

  • Experience in program management and evaluation, project management, agile development, business analysis, and/or customer service operations analysis.
  • Experience leading others without direct supervisory authority.
  • Experience working with diverse, cross-functional teams and presenting results and recommendations to senior management.
  • Experience in root-cause analysis and generating a range of solutions.
  • Experience with examining data to grasp issues, draw conclusions, and solve problems.
  • Ability to manage and prioritize multiple initiatives of varying complexity to meet short deadlines.
  • Strong technical experience in proposing technology enhancements for customer experience.
  • Experience in seeing a project through all stages from concept to post-implementation assessment.
  • Experience in establishing, implementing, and sustaining service delivery standards.

Nice-to-haves

  • Certified Scrum Master Certification
  • Experience with CSM, CSPO or small sized Agile implementations (e.g. 1-5 teams) strongly preferred.
