About the position

Markon Solutions is seeking a dedicated Scrum Master/Requirements Manager to support an Intelligence customer project. This role is pivotal in gathering, analyzing, documenting, and validating the needs of project stakeholders. The Scrum Master will act as a liaison between managers, stakeholders, and software development teams, ensuring that all requests from stakeholders and external entities are identified and documented accurately. The position requires managing the creation, review, and analysis of IT requirements for customer systems, presenting all IT documentation to management as needed to document systems concepts of operation, functional requirements, processes, legacy systems, and methodologies. In this role, you will be responsible for translating and communicating complex technical documentation and subject matter between technical and non-technical audiences. You will prioritize data and functional needs based on user and business management input regarding mission impacts and organizational goals. Additionally, you will produce briefings on requirements and technical studies as required, perform short and long-range planning in support of existing and future requirements to enhance customer systems, and review software design, change specifications, and plans against process requirements. The Scrum Master will also review and understand system test requirements, integrated testing activities, and results, provide user acceptance testing prior to full production deployments, and assist in providing final approval documentation for the implementation of IT and functional requirements. This position is essential for ensuring that the project meets its objectives and delivers value to the stakeholders involved.

Responsibilities

  • Identify and document all requests from stakeholders and external entities.
  • Manage the creation, review, and analysis of IT requirements for customer systems.
  • Present all IT documentation to management as needed to document systems concepts of operation, functional requirements, processes, legacy systems, and methodologies.
  • Translate and communicate complex technical documentation and subject matter between technical and non-technical audiences.

Requirements

  • Bachelor's degree, preferably within business analyst, project management, or business operations fields.
  • Additional training in the Information Technology field, specifically around application development is highly desirable.
  • Ability to translate stakeholder's visions and desires into project requirements, user stories, project objectives, and tasks.
  • Ability to manage task assignment to project resources and reporting on and managing project scope throughout the lifecycle.
  • Working knowledge of the Agile Scrum methodology and processes is strongly desired.
  • Working knowledge of collaboration, process, and visualization tools, including Jira, Confluence, and Visio.
  • Ability to effectively decompose requirements into programmable user stories.
  • Proficiency with Microsoft Office applications.
  • Minimum of 3 years minimum of work experience in IT requirements management (developing, reviewing, and analyzing), system development, system management, and/or IT business analysis.
  • Experience with IT services, the software development life cycle (SDLC), or technology deployments for federal government agencies, a plus.
  • Excellent communications, technical writing, and interpersonal skills are critical.
  • Strong customer relationship skills.
  • Ability to coordinate and communicate effectively along a broad spectrum from executive management to support staff.
  • Strong listening and analytical skills a must.
