About the position

Make a difference for national security by joining a team of dedicated IT professionals who will sustain, modernize and transform the enterprise IT capabilities for the Defense Counterintelligence and Security Agency (DCSA). The Air Force and Combatant Commands Business Group of SAIC is seeking a Scrum Master to support software sustainment and development programs for DCSA. SAIC is proud to be supporting DCSA in safeguarding our nation's information. DCSA is the designated oversight authority on the accreditation of classified facilities, information systems, and the insider threat program. This involves security oversight of more than 10,000 companies and approximately 13,000 facilities involved in classified work throughout the DoD and 31 Federal agencies. The Scrum Master (SM) is responsible for team Sprint/Scrum delivery, ensuring technical development across a seasoned, diverse team is unified, synchronized, transparent, approved, tested, accepted, and sustainable. The SM leads daily application development, training, testing, RMF, PMO, dashboards, and Operations/Maintenance development through industry-standard workshops or “ceremonies”. The SM role requires thorough hands-on review and revision (grooming) of backlog (work descriptions) that comprise the workflow. The SM is relied on by the PMO to ensure quality delivery through exceptional attention to detail in the delivery documentation (Jira Stories) and the team's accurate use of the scrum process to deliver quality quickly, predictably, and within the PI roadmap. As a continuous improvement organization, experience as a Lean Six Sigma practitioner, as Green Belt Certification or above will be highly favorable. The organization is geared for doing more, faster, better and finding immediate interventions for eliminating waste (time, movement, repetition, delay, etc.); the SM has a leading role in finding Lean shortcuts and standardization that accelerate quality production. The SM in this ART is directly responsible for reviewing and approving the quality of work definitions (“stories”) to ensure they meet the Definition of Ready at the onset of Sprint Commitments, and they meet Definition of Done at the Close/Acceptance Ceremony. Through constant review of backlog, the Scrum Master ensures upcoming sprints attain the defined goals of the Release, and of the Program Increment, adapting to new work only with public, transparent compromise on removal of capacity (work) to accommodate the new work. As facilitator for the development team, the SM manages the processes that yield completed/tested stories throughout the duration of a sprint, which in turn supports the delivery roadmap for the PI. The SM improves interactions and team dynamics; and facilitates team ceremonies, planning sessions, sprint retrospectives. The SM is a servant leader who rolls up their sleeves to work the mundane, clear obstacles, and make the tough calls to protect the team from interruptions, deviations, scope creep, and distractions. The SM works with the RTE, and PMO to maintain the daily delivery environment where all parties can visualize tangible progress daily, are protected from over-commitment, and can be effective through unified, singular ceremonies. The SM facilitates completion of testing and verification within the development cycle (sprint) and supports timely application transition and deployment via established RTE/PMO-defined Processes. Facilitates delivery of capabilities of automated workflows, timely and comprehensive reporting capabilities, and access to reliable historical and future year requirements. The SM supports both the team and the RTE in PI Planning to decompose large bodies of work (EPIC, CAPABILITY, FEATURE) into small, testable, daily work, meeting standard INVEST definition of ready, with all capacity estimates, dependency mapping, sprint assignments, prioritization, and appropriate labeling. The SM is a technical resource for management of both the Jira and Confluence applications for the purposes of comprehensive PMO approach, due diligence, engineering notebook, unified-rapid collaboration, and streamlined-transparent delivery. Very deep skills in Jira, Portfolio/Jira Planner are essential in the role, as are skills in building/maintaining automated dashboards in both Jira and Confluence. Deep skill in Confluence collaboration, search/label strategies, and template/gadget use is highly desired.

Responsibilities

  • Facilitate team ceremonies, planning sessions, and sprint retrospectives.
  • Manage processes that yield completed/tested stories throughout the duration of a sprint.
  • Facilitate completion of testing and verification within the development cycle (sprint).
  • Support timely application transition and deployment via established RTE/PMO-defined Processes.
  • Decompose large bodies of work (EPIC, CAPABILITY, FEATURE) into small, testable, daily work during PI Planning.
  • Manage both the Jira and Confluence applications for comprehensive PMO approach.

Requirements

  • BA/BS in a discipline that accelerates quality technical development.
  • Five (5) or more years of experience leading complex teams in similar development efforts.
  • LSS/GB or greater, or two (2) years experience in a Quality/Continuous Improvement role.
  • SAFe certification.
  • Certification of SMAC, CSM, or similar Scrum Master certification - One (1) year verifiable experience as SM + one (1) year as BA. In lieu of certification, five (5) to eight (8) years of experience.
  • Secret clearance.

Nice-to-haves

  • MA/MS.

  • Advanced degree in Industrial Psychology, Process Engineering, or Supply Chain Management.
  • SAFe Scrum Master on a complex DoD or IC technical enterprise.

  • IAT Level II Certification in one of the following areas: CCNA Security, CSA+, GICSP, GSEC, Security+ CE, SSCP.
