About the position

The Secretary Chief Information Officer (SCIO) at the Executive Office of Veterans Services (EOVS) is responsible for leading the IT department, overseeing technology products, systems, and applications to enhance operations and data sharing among teams and agencies. The SCIO acts as the primary liaison with the Executive Office of Technology and Security Services (EOTSS) and plays a critical role in ensuring that veterans receive the support and services they need through effective technology management.

Responsibilities

  • Oversee the implementation of new EOVS information technology systems and monitor service and application development activities.
  • Provide technology service needs for EOVS and manage agency Service Level Agreements (SLA).
  • Serve as the primary Point of Contact for service-related emergencies impacting agency IT operations.
  • Supervise IT Project Managers and provide management policy guidance.
  • Oversee IT budget planning and expenditure monitoring activities.
  • Develop and implement EOVS IT strategic initiatives and priorities, advocating for IT needs and program policy priorities.
  • Decide on strategic, operational, policy, and budget matters, participating in departmental meetings as a senior executive.

Requirements

  • Minimum of 7 years of experience in IT administration or IT management.
  • Minimum of 4 years of experience in a managerial capacity.
  • Extensive experience in application development, information analysis, networking, and systems integration.
  • Knowledge of System Development Life Cycles and project management tools.
  • Experience in project management and management information systems.
  • Knowledge of risk management principles and quality assurance practices.
  • Ability to develop and present analytical and operational reports.
  • Ability to develop a technology strategy and monitor ongoing operations.

Nice-to-haves

  • Knowledge of Advanced Planning Documents (APD).
  • Understanding of procurement and contracting regulations and policies.
  • Knowledge of business process improvement theory and practice.
  • Effective leadership and management experience.
