About the position

The Geographical Information System (GIS) Section Manager is responsible for overseeing the GIS capital project for Orange & Rockland. This role requires in-depth knowledge of the company's asset design and mapping processes, as well as the applications associated with existing mapping systems and GIS. The manager will lead change management, manage risks, establish a mapping governance team, and ensure project delivery on time and within budget while maintaining high standards of corporate values.

Responsibilities

  • Provides oversight and leadership for the implementation of GIS project at ORU, including monthly project progress and financial reports.
  • Directs all department and project activities, assessing contractor and company human resource requirements, budgets, and schedules.
  • Leads change management, manages risks, establishes a mapping governance team, benchmarks with other utilities, and develops a quality assurance program.
  • Reviews and approves all documents, functional integration, data quality, testing, and other necessary documents.
  • Ensures the project is delivered on time and on budget while maintaining high standards.
  • Supports the development of reports and presentations for company employees and external stakeholders.
  • Develops and implements capital, operating, and human resources budgets and plans for cost and performance effectiveness.
  • Monitors the schedule, progress, risks, and cost control of the project.
  • Provides a positive employee relations atmosphere through effective administration of company policies and procedures.
  • Coordinates departmental meetings as required.
  • Participates in the company's emergency management processes and storm plans as required.

Requirements

  • Bachelor's Degree in Engineering, Business or related field and 8 years of related work experience, or a Master's Degree in Engineering, Business or related field and 6 years of related work experience.
  • 5 years project management experience with a proven ability to manage large scale/complex projects.
  • Strong computer literacy and proficiency with Microsoft Office (Outlook, Word, Excel).
  • Experience in project management including work planning, status reporting, and issue/risk management.
  • Well organized, detail-oriented, and flexible to handle multiple assignments and meet deadlines.
  • Strong leadership skills and prior supervisory experience or experience leading large projects/teams.
  • Proven relationship building skills and ability to run multi-discipline and stakeholder meetings.
  • Familiarity with utility system design, operational workflows, and applications such as NRG, WMS, OMS, and Locusview.
  • Excellent oral and written communication skills, with the ability to interact effectively with customers and various levels of management.
  • Experience with operating budgets, budget planning, forecasting, and/or administration.

Nice-to-haves

  • Project Management Professional (PMP) certification preferred.

Benefits

  • Competitive salary range of $140,000 - $190,000 per year.
