About the position

The Senior Accountant/Accountant Trainee position at the New York State Department of Health involves managing fund accounting for Medicaid Management Information System (MMIS) cycle-based activities. The role requires adherence to governmental accounting standards and involves preparing journal entries, monitoring cash receipts, and compiling documentation for audits. The position is part of the NYS HELPS program and offers a permanent, full-time employment opportunity with a focus on financial management within the Medicaid program.

Responsibilities

  • Prepares journal entry templates and processes journal entries in the Statewide Financial System (SFS) according to governmental accounting standards.
  • Monitors and verifies cash receipt deposits to fund cycle-based payments, maintaining internal files and accounting schedules weekly.
  • Collects and compiles supporting documentation for audits and inquiries, ensuring accessibility.
  • Adheres to established accounting methods and may recommend changes to current accounting systems and documentation standards.
  • Prepares or assists in the preparation of special accounting schedules, forms, and reports related to MMIS cycle-based expenditures.
  • Prepares reconciliations of expenditures from accounting records to the MMIS and SFS.
  • Provides advice and assistance regarding technical accounting and reporting matters related to MMIS cycle-based activity.
  • Prepares funding request letters for intergovernmental transfers for non-federal shares of MMIS cycle-based payments.

Requirements

  • Current Department of Health (DOH) employee with permanent or contingent-permanent competitive status as a Senior Accountant, G18.
  • Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above G18 eligible to transfer to Senior Accountant, G18.
  • Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in an accounting, auditing or fiscal traineeship at the G14 or G16 level eligible to transfer to an Accountant Traineeship.
  • Bachelor's degree in accounting, auditing, or taxation, or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses for Accountant Trainee 1.
  • Bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience for Accountant Trainee 2.
  • Bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience for Senior Accountant.

Nice-to-haves

  • Knowledge of governmental accounting standards and compliance requirements.
  • Ability to parse data sets and communicate results effectively to non-accounting audiences.
  • Experience using the Statewide Financial System.
