About the position

As a Senior Acquisition / Program Management Analyst, you will play a critical role in supporting the Department of Defense (DoD), Department of the Navy (DON), and United States Marine Corps (USMC) in their planning, programming, budgeting, and execution (PPBE) processes. Your responsibilities will encompass providing comprehensive resources and requirements support across various areas, ensuring that the needs of the military are met through effective program management and acquisition strategies. You will work closely with the Marine Corps Warfighting Laboratory (MCWL) Project Officers (POs) and the Acquisition, Technology, and Logistics (AT&L) Requirements Officers (ROs) to implement the Joint Capabilities Integration and Development System (JCIDS) process, as well as the SECNAV and OPNAV requirements validation processes for USMC special programs. In this role, you will assist in the development of requirements documentation, proposals for security environments, and analysis efforts. You will also support the MCWL POs and AVIB (CDD) ROs in executing the Defense Acquisition System process for USMC Special Access Programs (SAP). This includes conducting detailed analyses of cost, schedule, performance, risk, and other acquisition information provided by program managers. Your expertise will be essential in drafting, reviewing, editing, and analyzing SAP lifecycle documentation, ensuring compliance with established templates and processes. You will provide recommendations to senior leadership regarding staffing and coordination requirements, as well as document and maintain processes to evaluate emerging technologies. Your week will involve tracking the status of SAP lifecycle documentation, reviewing Annual Reports to Congress for consistency, and monitoring project timelines. You will identify and resolve issues that may impact project success, assist with research and analysis of alternative courses of action, and provide training to new personnel on program status and SAP policies. Additionally, you will support processes that enhance digital connectivity and collaboration with key stakeholders in the Intelligence Community and other defense agencies. Your role will also include proposing process improvements for efficiency and security, as well as researching risks and costs associated with the implementation of new technologies and capabilities.

Responsibilities

  • Provide overarching resources and requirements support in all areas of DoD, DON, and USMC Requirements and Planning, Programming, Budgeting and Execution (PPBE) process.
  • Support the MCWL Project Officers (POs) and AVIB (CDD) Requirements Officers (ROs) in implementing the Joint Capabilities Integration and Development System (JCIDS) process.
  • Assist with the development of requirements, drafting and routing of requirements documentation, proposals for security environments for requirements and analysis efforts.
  • Support the MCWL POs and AVIB (CDD) ROs in implementing the Defense Acquisition System process for USMC SAP programs.
  • Assist with detailed analysis/evaluation of cost, schedule, performance, risk, courses of action, and other acquisition information provided by program managers.
  • Draft, review, edit, analyze, and route for review all SAP lifecycle documentation in accordance with established templates and processes.
  • Review, edit and analyze SAP lifecycle documentation technical and programmatic content to provide recommendations to senior leadership.
  • Document, maintain, and update processes to evaluate emerging technologies and visualize dependencies across Naval warfare areas.
  • Assist in the development of and implement tracking process for accounting and management for all SAP lifecycle documentation.
  • Assist with the review of Annual Reports to Congress; examine for consistency with content from previous years, alignment with program plans and schedules, and flag areas of disagreement.
  • Monitor the project's timeline; track document submissions; and create, monitor, and maintain audit files.
  • Identify and resolve issues to eliminate or mitigate the occurrence of consequences that may affect the success of the project.
  • Assist MCWL POs and AVIB (CDD) ROs with research, analysis, assessment of alternative courses of action, impact assessments and decision options concerning requirement development and resource allocation.
  • Provide subject matter continuity and training of new personnel due to military/government personnel turnover.
  • Support processes to enhance digital connectivity and face to face collaboration with other key Intelligence Community (IC), US Air Force, DARPA, SCO and industry programs.
  • Draft, implement, and monitor Office processes for oversight activities; propose process improvements for efficiency, improved insight, and/or improved security.
  • Assist in the development of innovative applications of new and existing SAP technologies, capabilities, and systems.

Requirements

  • 13+ years of relevant DoD/IC program acquisition management experience.
  • Special access program experience a plus.
  • Bachelor's degree in engineering, political science, or relevant program of study.
  • Active TS clearance with SCI eligibility is a must.
  • Excellent communication and organizational skills.
  • Possess an analytical mindset with effective problem-solving skills.
  • Acknowledged expert in this field.
