About the position

The Senior Acquisition Program Management Specialist at Culmen International is responsible for providing Systems Engineering and Technical Advisory (SETA) support to the United States Special Operations Command (USSOCOM). This role involves collaborating with government Assistant Program Managers (APMs) on large Acquisition Category (ACAT) Level III projects, ensuring compliance with acquisition strategies, and facilitating procurement processes. The position is based on-site at Fort Belvoir, VA, and requires a strong background in program management and defense acquisition.

Responsibilities

  • Develop program support documentation such as Simple Acquisition Management Plans (SAMPs) and Acquisition Program Baselines (APBs).
  • Assist Government personnel in facilitating procurement and acquisition planning sessions.
  • Advise Government personnel in the preparation of new requirements documentation.
  • Track the status of procurement actions.
  • Prepare and submit logistics data to the receiving supply support activity.
  • Perform market research to identify potential vendors.
  • Maintain awareness of commercial off the shelf (COTS) equipment and technological advances.
  • Provide alternatives and recommendations for solicitation methods in accordance with applicable laws and regulations.
  • Prepare Justifications and Approvals (J&As) for Other Than Full and Open Competition documents.

Requirements

  • Active Top Secret clearance with SCI eligibility.
  • Master's degree in Engineering, Systems Management, Business Management, Computer Science, Information Management, or a related field.
  • Ten years of general experience and six years of relevant experience in a program office or USSOCOM Special Program.
  • Alternatively, a Bachelor's degree with twelve years of general experience and eight years of relevant experience in a DoD program office or SOCOM program.
  • Five years of experience supporting Department of Defense (DoD) acquisition programs.
  • Three years of experience supporting Special Operations Forces (SOF) operations or acquisitions.

Nice-to-haves

  • Equivalency of Defense Acquisition Workforce Improvement Act (DAWIA) Level III training in Program Management or Contracting.
  • Experience staffing documentation packages at the Major Command (MACOM) level.
  • Familiarity with USSOCOM Directives 70-1 and 71-4.
