About The Position

The Senior Acquisition Program Specialist at COLSA Corporation plays a crucial role in supporting program managers with acquisition program support, ensuring compliance with relevant regulations and guidelines. This position involves a variety of responsibilities including financial analysis, risk management, and the development of program plans and schedules to enhance operational efficiency.

Requirements

  • Master's degree in relevant degree field + 7 years relevant experience; OR Bachelor's degree in relevant degree field + 10 years relevant experience; OR Associates degree + 15 years relevant experience.
  • Active Top Secret Security clearance required.

Responsibilities

  • Apply knowledge and experience in acquisition program support to assist program managers in meeting guidance in FAR, DoD 5000.2 and other applicable documents and regulations.
  • Assist with the DoD planning, programming and budgeting process; USAF weapons acquisition process; cost estimating and analysis of missiles, munitions, electronic systems, delivery vehicles, targets and range systems.
  • Prepare briefings, develop and manage program schedules, program plans, and program courses of action for streamlined operations and processes.
  • Support and execute risk management processes and prepare responses to requests for information from external organizations.
  • Perform economic, budget, and financial analyses including obligations and expenditure forecasting.
  • Develop funds management, funding status, automated models, and control techniques.
  • Prepare decision support information.
  • Develop, maintain, and update program Integrated Master Plans (IMP) and IMS; analyze prime and subcontractor IMP/IMS; identify opportunities to improve program execution.
  • Develop Business Case Analyses, acquisition milestone documents and briefings.
  • Support development of draft RFP.
  • Advise and assist with development and conduct of source selection simulations and cost benefit assessments.
  • Assist with the planning and management of product baseline configurations.
  • Assist with development of Capability Based Assessments (CBA), Initial Capabilities Documents, Capability Development Documents (CDD), and Capability Production Documents (CPD).
  • Maintain requirements traceability and develop required reports and analyses.
  • Develop Net-Ready Key Performance Parameter (NR-KPP) documentation, Information Support Plans (ISPs), Information Assurance Support Plans (IASP), Program Protection Plans (PPP).
  • Develop required products at an accelerated pace to support short-notice program direction.
  • Advise and assist the Government in performing source selection tasks.
  • Assist with the development, maintenance, and updating of acquisition reports.
  • Develop, maintain, and update program risk management plans.
  • Manage and run Earned Value Management software and analyze contractor's production performance.
