About the position

The Senior Acquisition Specialist will lead procurement and contract planning for the Product Lead Strategic Spectrum Warfare (PL SSW) program, ensuring effective and efficient execution of procurement actions that support critical missions. This role involves providing expert advice on acquisition planning, managing contracting aspects, and facilitating the development of Acquisition Requirement Packages (ARPs).

Responsibilities

  • Serve as an expert and provide advice on acquisition planning and procurement aspects for the PL SSW portfolio.
  • Assist program APMs in managing contracting aspects and act as a liaison between the PM and major Contracting Command.
  • Plan and execute various contract types including cost reimbursement, fixed price, and incentive contracts.
  • Apply procurement principles to ensure acquisition documentation is integrated into contracting actions.
  • Lead the development of Acquisition Requirement Packages (ARPs) including Performance Work Statements and Acquisition Plans.
  • Review ARPs for completeness and provide procurement and technical advice.
  • Conduct market research and assist in preparing Market Research Reports.
  • Coordinate technical evaluation of proposals with the Product Team.
  • Advise on the preparation of Source Selection Evaluation Plans and evaluation criteria.
  • Update the Procurement Portfolio Management Tool (PPMT) with all contracting actions.

Requirements

  • Experience leading and facilitating the development of Acquisition Requirement Packages (ARPs).
  • Knowledge of federal and Army contracting laws, regulations, and the DoD 5000 acquisition process.
  • Ability to establish and maintain relationships with key individuals/groups.
  • Excellent interpersonal skills and proven verbal and written communication abilities.
  • Skilled in interpreting and applying contractual performance requirements and regulations.
  • Knowledge of business and management principles for information analysis and evaluation.
  • Ability to apply analytical and evaluative methods and techniques.
  • Proficiency in computer programs such as Word, PowerPoint, Excel, etc.
  • Ability to interact with customers/vendors/contractors with tact and diplomacy.
  • Self-starter with the ability to multi-task and prioritize tasks with minimal supervision.
  • Ability to recognize and analyze problems, conduct research, and make recommendations.

Nice-to-haves

  • Bachelor's degree in Business or related field (or equivalent experience).
  • 10 years of progressive experience in contract development and acquisition documentation.
