About the position

The Senior Application Administrator/Rules Specialist will oversee the Oregon Administrative Rules Database, ensuring the publication and accessibility of Oregon Administrative Rules (OARs) to state agencies and the public. This role involves processing administrative rule filings, providing training, and maintaining the database's functionality, all while delivering exceptional customer service and clear communication regarding rule filing processes.

Responsibilities

  • Act as a Senior Application Administrator for the Oregon Administrative Rules Database.
  • Publish the Oregon Administrative Rules (OARs).
  • Receive, review, and process administrative rules filed by state agencies online.
  • Process administrative rule filings for publication.
  • Explain Oregon Administrative Rules timelines and filing procedures to individuals.
  • Receive record requests related to administrative rules and assist in fulfilling them.
  • Provide training on OARD and rules for coordinators.
  • Collaborate with IT support to maintain and improve OARD functionality.

Requirements

  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field.
  • Two years of professional-level evaluative, analytical, and planning work experience, or equivalent combination of education and experience totaling five years.
  • Experience with or knowledge of administrative rules and the rulemaking process in Oregon.
  • Demonstrated knowledge and experience in reviewing and analyzing state laws, rules, and regulations.
  • Advanced user experience with database applications, including troubleshooting and testing.
  • Ability to communicate rule filing processes clearly and concisely, both verbally and in writing.
  • Demonstrated attention to detail and exceptional customer service.
