About the position

The Senior Application Portfolio Manager (TOPM) at KBR is a pivotal role within the Science and Space Business Unit, responsible for overseeing a diverse suite of high-end applications, systems, and models that support the John A. Volpe National Transportation Systems Center in Cambridge, MA. This center is integral to the U.S. Department of Transportation, focusing on innovation in transportation by addressing emerging issues and serving as a center of excellence. The TOPM will manage a substantial annual portfolio of contract task orders, valued at $20 million, which encompasses both large and small-scale application development projects, enhancements to existing systems, and general IT consulting services for the Volpe Center. This role requires a strong technical leadership presence, as it involves managing a team of over 90 IT professionals, including project managers, engineers, business analysts, and customer support staff, all of whom are based in the U.S. and primarily near the Volpe Center. In this hybrid position, the TOPM will be responsible for ensuring that all work performed meets the quality, schedule, and cost expectations of both the customer and KBR. This includes leading strategic planning and governance over the application portfolio, driving technological innovation, and ensuring alignment with the organization’s strategic goals. The role also involves forming and managing technical teams, providing necessary resources and direction, and applying knowledge of cloud technologies, DevSecOps, agile methodologies, and emerging data science technologies. The TOPM will interface with government technical managers, develop customer insights through market research and feedback, and present technical materials at meetings. Additionally, the position requires defining and monitoring performance measures, quality standards, and security requirements, while ensuring compliance with contract terms and government policies.

Responsibilities

  • Oversee a $20M annual portfolio of contract task orders for application development and IT consulting.
  • Provide technical leadership to a team of 90+ IT professionals.
  • Lead strategic planning and governance over the application portfolio.
  • Drive technological innovation and digital transformation initiatives.
  • Manage task order scope, schedule, and cost with stakeholders and customers.
  • Define and document technical approaches, including systems engineering aspects.
  • Interface with government technical managers and develop customer insights.
  • Monitor performance measures, quality standards, and security requirements.
  • Ensure compliance with contract terms and government policies.

Requirements

  • Bachelor's degree in STEM (IT, science, technical, engineering, math) or related discipline.
  • At least 15 years of relevant experience in IT, engineering, program/project management, or a related role.
  • 10 years' experience managing large IT technical programs.
  • Proven leadership experience in federal IT system development.
  • Experience with Data Management and Analytics, Operational and Engineering Support, cloud, Software Engineering, IT Modernization, Low/No Code, and AI/ML.
  • Current PMP or PgMP certification (or must obtain within 120 days of start).
  • Ability to obtain a public trust clearance and provide 3 recent positive client references.
