About the position

The Senior Budget Analyst position at the Texas Education Agency (TEA) involves performing advanced budget preparation and analysis work. This role is responsible for overseeing budgetary activities, preparing required state and agency budgetary reports, and ensuring compliance with applicable statutes. The analyst will monitor and analyze operating budgets, provide technical assistance, and complete specialized project analyses. The position requires independent judgment and initiative, reporting to a Budget Manager.

Responsibilities

  • Oversee, prepare, review, and analyze financial reports related to various funds and appropriations.
  • Determine appropriate use of funds and perform statistical analyses to develop budgetary reports.
  • Provide extensive customer service and technical support to agency stakeholders regarding financial data.
  • Analyze expenditure patterns and make recommendations on fund usage.
  • Coordinate the preparation of budgets and inform management of budget deviations and issues.
  • Participate in the legislative bill analysis process and prepare cost estimates for proposed legislation.

Requirements

  • Graduation from an accredited four-year college or university.
  • At least five years of experience in State of Texas agency budget management or budget development using budgetary systems (ABEST, USAS, CAPPS).
  • Advanced knowledge of budgetary, accounting, financial concepts, and management principles.
  • Advanced analytical skills and problem-solving abilities.
  • Proven ability to work independently with limited supervision.

Nice-to-haves

  • A degree in Accounting, Finance, or a related financial field is preferred.
  • Bill analysis management experience is preferred.
  • Highly skilled in Microsoft Office applications, especially advanced Excel functions.
