About the position

The Senior Budget Analyst position at Escambia County's Budget Department is responsible for managing the annual budgetary planning processes, performing data interpretation, and gathering information to support cost estimates. This role involves overseeing Municipal Services Benefit Unit (MSBU) program management, inter-agency coordination, and ensuring cash flow viability by fund assignment. The analyst will also supervise staffing levels and utilize appropriate tracking software to manage these responsibilities effectively.

Responsibilities

  • Supervises assigned programs and/or budgets by reviewing departmental budgets, amendments, and recommendations for availability of funding.
  • Assists in planning and coordinating budget development and the development of resource management plans.
  • Analyzes and prepares a variety of financial data, statistics, information, and reports related to budgetary activities.
  • Maintains a variety of documentation related to assigned areas of responsibility by preparing formal budget documents and financial reports.
  • Provides advice and counsel to all staff levels to assist them in understanding financial reports and data.
  • Formulates statistical and trend analysis for future revenue and expenditure projections.
  • Researches proposed current and potential general and special laws and statutes and advises management of legal requirements.
  • Completes special assignments by performing independent investigation, data collection, and analysis.
  • Audits and analyzes operational programs to make recommendations regarding policies and procedures.
  • Formulates and evaluates objectives and goals to provide technical assistance and training related to programmatic plans.
  • Participates in making recommendations to upgrade financial reporting and budgetary finance systems.

Requirements

  • Bachelor's Degree in Accounting, Business Administration, Finance, Public Administration, or related field.
  • Three years of experience in public accounting, fiscal management, budget development, and research.
