About the position

The Senior Budget Analyst position at the Alaska Industrial Development and Export Authority (AIDEA) and Alaska Energy Authority (AEA) is a full-time role focused on the planning, development, analysis, implementation, and administration of the operating and capital budgets for both authorities. The analyst will provide legislative support during the budgetary cycle and manage cost allocation plans, working closely with the Chief Financial Officer and Executive Directors to ensure compliance with policies and effective budget management.

Responsibilities

  • Develop, prepare, analyze, and submit the annual operating and capital budgets for AIDEA and AEA.
  • Serve as the main point of contact regarding budget development and establish internal departmental timelines for budget submissions.
  • Review and analyze budget proposals for accuracy and conformity with Authority policies and OMB guidelines.
  • Monitor expenditure activity and report budget status on a quarterly basis, directing monthly expenditure reviews.
  • Serve as the lead in response to legislative budget requests and coordinate preparation of fiscal notes and bill analyses forms.
  • Develop and implement annual cost allocation plans and prepare Annual Reimbursable Service Agreements between AIDEA and AEA.
  • Support the CFO in making Authority-wide improvements and policy recommendations related to budgetary controls.

Requirements

  • Bachelor's degree in Finance, Accounting, or a related field.
  • Minimum of five years of governmental budget experience or similar experience.
  • Knowledge of governmental budgeting principles and practices.
  • Proficiency with accounting software, word processing, and spreadsheets, including advanced Excel skills.

Nice-to-haves

  • Experience with ERP systems and ability to collaborate with other teams.
  • Knowledge of OMB Circulars and Code of Federal Regulations.
  • Strong problem-solving and decision-making skills.
