About the position

Are you someone who is passionate about analyzing budget data and excited to be a part of a growing organization? Business Oregon, the state's economic development agency, is currently hiring a Senior Budget Analyst (Fiscal Analyst 3). This position will serve as a Senior Budget Analyst for the CFO and the agency as a whole. This position will help analyze the agency budget globally and the policy as well as legislative issues that surround funding. This position will also help develop the agency's budget, identify policy issues related to budget, budgetary issues and needs, and recommend changes based on agency objectives as well as other statewide or legislative changes. The goal of this recruitment is to fill this position at a Fiscal Analyst 3 (FA3) level. However, we encourage candidates who meet the minimum qualifications for a Fiscal Analyst 2 to apply, as we may consider underfilling the position until the selected candidate meets the minimum qualifications for a Fiscal Analyst 3. Underfill applicants must meet the higher level within 36 months. This position is also open to current State of Oregon Employees as a job rotation through October 31, 2025. Candidates applying for job rotation must receive and attach their supervisor's authorization to apply. Candidates who apply for the job rotation without approval will be rejected. Responsibilities

  • Help managers plan for their short-term and long-term financial needs.
  • Prepare specific assigned budget division and overall budget.
  • Work with division management to forecast revenues and expenditures to get accurate future financial picture.
  • Help CFO and Budget Manager to manage and prepare the agency budget planning process for budget development.
  • Develop and coordinate the preparation of agency budget packages in consultation with management and other leadership.
  • Prepare the budget in all levels of detail, including support documentation and material for inclusion in the budget.
  • Analyze revenue projections of ending balances as part of the budget development process.
  • Develops and maintains complex spreadsheets for analysis, monitoring and tracking.
  • Help coordinate budget allocation to agency divisions of the Legislatively Adopted Budget (LAB).
  • Work with Fiscal Team to update methods for forecasting expenditures and revenues.
  • Develop and maintain assigned agency program budget tracker and coordinate budget allocations.
  • Monitor the execution of assigned division budgets, analyzes expenditure patterns for anomalies, evaluates financial plans, interprets budget variances, and acts as budget and financial liaison related to budgetary and accounting program matters.
  • Provide monthly monitoring reports to division management, and others as necessary.
  • Coordinate with accounting staff on necessary PCA, program code or comp source object changes to ensure accounting structure aligns with budgeted programs and appropriations.
  • Communicate with accounting staff when accounting entries for re-classing or corrections are needed for expenditures or revenues to ensure posting to correct biennial period and appropriations.

Requirements

  • Six years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Experience must have included modeling and forecasting fiscal information.
  • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree may substitute for three years of the required experience.
  • A graduate-level degree in any of the above areas may substitute for four of the six years.
  • Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system for Fiscal Analyst 2.
  • Five years of professional-level experience in accounting, fiscal auditing, management or program analysis for Fiscal Analyst 2.
  • Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program may substitute for experience for Fiscal Analyst 2.

Nice-to-haves

  • Experience developing, monitoring, and/or administering a budget with multiple funding sources; preference may be given to applicants experienced with public sector budgeting.
  • Experience utilizing Excel to create displays of financial information that are clear, accurate and meet the needs of a variety of audiences.
  • Experience analyzing large sets of financial data to reach valid conclusions and make sound recommendations.
  • Experience developing financial queries with business intelligence applications; preference may be given to applicants experienced with Oracle Business Enterprise Edition (OBIEE) and the State's datamart.
  • Experience with, or knowledge of, State of Oregon software or other financial management software systems: Oregon Budget Information Tracking System (ORBITS), Position Information Control System (ORPICS), Relational Statewide Accounting and/or Reporting System (R*Stars).
  • Ability to work collaboratively and communicate effectively with diverse individuals/groups.
  • Ability to provide excellent customer service and build relationships with both internal and external customers.
