About the position

The Senior Budget Analyst (Fiscal Analyst 3) position at the Oregon Department of Justice involves utilizing analytical skills and fiscal experience to support the agency's budgetary processes. This role includes training and mentoring junior budget analysts, ensuring the Department's budget aligns with policy and guidelines, and monitoring budget execution. The position is hybrid, allowing for both in-office and remote work after an initial onboarding phase.

Responsibilities

  • Track budget process tasks and deadlines and communicate to Budget Team.
  • Provide training and assistance to other Fiscal Analysts in budgetary procedures, development, and reporting.
  • Serve as the Agency's Statewide Accounting and Budget Reporting System Coordinator (SABRS).
  • Coordinate work of all Fiscal Analysts to ensure task completion and deadline adherence.
  • Understand fiscal policy to ensure compliance with guidelines, laws, and rules, and participate in policy development.
  • Prepare and submit quarterly budget allotments.
  • Research issues and provide timely responses.
  • Support preparation of the legal rate model and report on legal fund performance.
  • Develop data and prepare background and presentation material.
  • Communicate with agency divisions to understand challenges and budgetary needs.
  • Act as a budgetary point of contact with the State of Oregon Chief Financial Office and Legislative Fiscal Office.
  • Support and provide back-up to budget analysts.
  • Lead and participate in planning and team meetings, as well as regular briefings.
  • Perform other fiscal analyst duties as assigned.

Requirements

  • Six years of progressively responsible experience in budget preparation, analysis, and administration.
  • Experience in modeling and forecasting fiscal information.
  • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting, or a related degree may substitute for three years of required experience.
  • A graduate level degree in the above areas may substitute for four years of required experience.

Nice-to-haves

  • Experience effectively communicating complex fiscal information to diverse decision makers.
  • Experience using a financial query tool to extract data and produce financial reports.
  • Familiarity with State of Oregon Budget Information Tracking System (ORBITS), Oregon Position Control Information System (ORPICS), Oregon Business Intelligence Enterprise Edition (OBIEE), and Oregon Statewide Financial Management System (SFMA).
  • Understanding of complex financial management and budgetary principles.
  • Knowledge of governmental accounting principles.
  • Ability to logically analyze budget scenarios and make calculations in an understandable format.
  • Experience providing meaningful financial reports with future expenditure forecasts.
  • Experience working with federal or other grants.
  • Understanding of Indirect Cost Rate development and cost allocation principles.
  • Demonstrated ability to work collaboratively and mentor peers.
