About the position

The Senior Budget Analyst in the Financial Planning & Analysis division will lead the transition of the City of Houston's budget process to an outcomes-based approach, ensuring that resources are effectively aligned with the needs of citizens. This role involves coordinating the annual operating budget, conducting financial analysis, and providing recommendations for budget implementation and monitoring.

Responsibilities

  • Lead the implementation of an outcome-based budget process.
  • Analyze industry best practices and develop recommendations for budget implementation.
  • Evaluate requirements and design workflows for budget system implementation.
  • Assist in the development and monitoring of department performance measures.
  • Coordinate the development of the annual operating budget and monthly financial reports.
  • Prepare the City's annual budget publications and monitor expenditures for compliance.
  • Forecast citywide revenue and evaluate fiscal impacts of budget scenarios.
  • Prepare and present budget recommendations to senior leadership.
  • Act as a liaison for the Financial Planning & Analysis Division on various committees and focus groups.
  • Research and analyze complex economic and fiscal information to aid management decision-making.

Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration, or a closely related field.
  • Five years of professional experience in finance, budget analysis, economics, or a closely related field.
  • A Master's degree may substitute for two years of experience.
