About the position

The Office of the Chief Financial Officer (OCFO) is seeking a Senior Budget Analyst to join their team. This position is critical in enhancing the fiscal and financial stability, accountability, and integrity of the Government of the District of Columbia. The Senior Budget Analyst will serve as the budget subject matter expert for the Government Operations Cluster (GOC) within the Department of Employment Services (DOES). The incumbent will be responsible for formulating, justifying, monitoring, and developing process improvement strategies for budgets within their assigned agency department. In this role, the Senior Budget Analyst will collaborate with program managers and internal stakeholders to assist in developing the total agency budget. They will validate the accuracy and adequacy of budget requests submitted, leading the development, execution, analysis, and evaluation of the program's annual budget. The analyst will perform budget analysis of total budgets to prepare quarterly Financial Reviews Process (FRP), analyzing, monitoring, and tracking expenses to determine whether additional funds are required for specific areas or whether funds can be reprogrammed. Additionally, the Senior Budget Analyst will conduct requisite research to substantiate budget recommendations and provide explanations for variances. They will also be responsible for providing resolution of the most difficult and complex resource management funding problems and broad-reaching matters presented by lower-grade analysts. Other related duties may be assigned as necessary to support the mission of the OCFO.

Responsibilities

Requirements

  • Five (5) years of progressive experience performing duties related to the work of the position such as formulating and developing budgets.
  • Possessing expert knowledge of budgetary administration, policy, and regulations.
  • Resolving complex budget issues.
