About the position

Anoka County Community Social Services and Behavioral Health (CSS/BH) currently has a full-time Senior Budget Analyst position available in our Program Support service area. This position helps prepare the annual budget for CSS/BH. The Senior Budget Analyst is responsible for overseeing financial resources, allocation of funds, preparing budget reports, monitoring spending, and creating cost-benefits analyses for the department. Responsibilities

  • Partner with leaders in the preparation of Anoka County's annual budget.
  • Ensure completeness, accuracy and compliance with proposals received.
  • Vet funding requests for merit and authenticity.
  • Recommend level of funding appropriate for inclusion in the budget.
  • Prepare complex budget reports, budget analysis, fund balance analysis, and debt service analysis.
  • Assist in guiding the annual contract development process.
  • Ensure adherence to the budgeted levels, contracted terms and maximums, and fund balance projections.
  • Administer Anoka County's performance measurements and evaluate the impact of changes proposed through Federal and State mandates, laws, statutes, and accounting pronouncements.
  • Forecast balance levels to designate reserves and project adequate tax levy during budget process.
  • Explain budget and financial policies, procedures and concepts to leaders and finance team.
  • Recommend budget plans and policies.
  • Provide leadership, coaching, and/or mentoring to a subordinate group.

Requirements

  • Bachelor's degree in accounting, business, finance, or closely related field.
  • Two years (2,080 annual hours) of job-related experience working with governmental budgets, contract development & administration, or a closely related field.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
  • Valid driver's license and vehicle available for business use.

Nice-to-haves

  • Master's degree or higher in accounting, business, finance, or a closely related field.
  • Three years or more (2,080 annual hours) of job-related experience with governmental budgets (human services focus preferred), contract development & administration, or a closely related field.
  • Knowledge of county financial processes and procedures.
