About the position

Dynamis is seeking a Senior Budget Analyst to provide acquisition and program management support for the Headquarters, United States Air Force, specifically for the Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration (HQ AF/A10) in Arlington, Virginia. The role involves providing subject matter expertise on the Strategy, Planning, Programming, Budgeting and Execution (SPPBE) system, supporting various program elements, and coordinating with DoD and DAF offices to advocate for budget and capability requirements related to the nuclear enterprise.

Responsibilities

  • Review, analyze, and recommend actions related to SPPBE and Capability Development to the Government AF/A10C personnel.
  • Perform research and coordinate with other offices to create and analyze policy positions, synthesizing information and drafting high-quality documents for the Government.
  • Assist the Government with reviewing and analyzing ongoing program fiscal requirements and maintaining effective financial controls for AF/A10 funds.
  • Acquire and analyze budget data, preparing presentations for decision processes throughout the SPPBE cycle.
  • Provide technical, analytical, and programmatic expertise for AF/A10 in planning and budgeting as part of the SPPBE process.
  • Prepare, analyze, maintain, and present SPPBE documentation for resource management projects.
  • Collect, review, assess, and analyze data to assist the AF in developing recommendations on budgetary actions.
  • Develop a means to track and report the status of programs and financial information to assist the Government in financial decisions.
  • Provide comparison analysis and identify trends for AF/A10 review, estimating costs of future requirements and preparing justifications.
  • Work with various funding software and tools to track funding, obligations, and discrepancies.
  • Generate required funding documents and assist in preparing action requests, briefing slides, and other documentation within prescribed timelines.
  • Interpret data and facts requests, integrating funding requirements from various sources into coherent presentations for AF leadership.
  • Develop Data Extraction tools for use in ABIDES or other systems for data extraction.
  • Assist in the preparation and processing of funding documents and support the Internal Management Control Program.
  • Analyze financial data for accuracy and prepare monthly budget reports illustrating execution status and justifications for budget changes.
  • Conduct technical work in support of budget analysis and administration according to budget rules and regulations.
  • Review DoD planning documents to ensure AF/A10 requirements are included in the planning process.
  • Assist in developing executive level briefings for HQ USAF, DoD, and Joint meetings on AF/A10 initiatives.
  • Attend meetings for ongoing AF/A10 program review efforts and document/report requirements and implications to the SPPBE process.

Requirements

  • Must be a U.S. citizen
  • Active DOD TS/SCI security clearance
  • Master's degree in a relevant field
  • 10 years of experience in DOD budgeting, PPBS, and financial management.
