About the position

The Senior Budget Analyst at the State Board for Community & Technical Colleges (SBCTC) plays a crucial role in developing operating budget proposals and conducting fiscal analyses. This position involves collaborating with agency colleagues and college staff to ensure sound fiscal projections and effective budget management. The analyst will serve as a subject matter expert in operating budget reporting and forecasting, contributing to the agency's mission of promoting racial equity and social justice in higher education.

Responsibilities

  • Assist in the development of the community and technical college system's operating budget request by developing proposals and cost estimates, surveying districts, and writing budget request proposals.
  • Perform fiscal analyses using complex databases and spreadsheets; summarize findings through written and oral reports and by creating graphs, tables, and PowerPoint presentations.
  • Prepare and submit allotment and activity inventory data through Office of Financial Management (OFM) systems.
  • Coordinate the agency Fiscal Note process.
  • Compose and compile fiscal analysis in response to proposed legislation using the state fiscal note system.
  • Respond to legislative and OFM staff questions.
  • Support agency research activities and studies through data and fiscal policy analyses.
  • Assist in preparing presentations for the Operating Budget Director, Deputy Executive Director for Business Operations and others as needed.

Requirements

  • Bachelor's degree in a business-related field.
  • At least five years of experience as a budget manager in an organization comparable in complexity to a public college or university.
  • Experience using the Washington State Agency Financial Reporting System (AFRS) and the Washington State Agency Budget System (ABS).
  • Experience interpreting state legislation.
  • Experience composing decision packages and fiscal notes for the annual Washington State Legislative session.

  • Knowledge of Office of Financial Management and the State Legislative budget process.
  • Ability to communicate complex issues verbally and in writing.
  • Analytical skills for financial research and modeling in complex multi-system environments.
