The Senior Budget Analyst at California State University, Monterey Bay (CSUMB) plays a crucial role in the financial management of the university. Under the general supervision of the Associate Vice President of Finance, the incumbent is responsible for performing a comprehensive range of professional budgeting tasks, which include complex analysis and the administration of the university's budget. This position requires a deep understanding of financial principles and practices, as well as the ability to provide consultative budget-related services to campus officials and employees. The Senior Budget Analyst will analyze budgetary data and financial information, preparing detailed reports to illustrate findings and support decision-making processes. They will develop budgetary information through analysis and forecasting, ensuring compliance with CSU system and campus budgeting policies. In addition to budget analysis, the Senior Budget Analyst will oversee the processing of budget transfers and salary calculations, ensuring the financial integrity of the campus is maintained. They will assist in the preparation and allocation of the comprehensive annual budget for both operating and capital improvement programs. The role also involves developing and implementing budgetary reporting in collaboration with system analysts and financial departments, providing accurate and timely reporting to various campus constituencies. The incumbent will maintain extensive knowledge about the history of CSU methods of approving fees and will assist in the maintenance of trust fund agreements, ensuring compliance with audit requirements. The position requires a proactive approach to creating efficiencies within the budget office, including the documentation and organization of current processes and the development of online training resources. The Senior Budget Analyst will also participate in the preparation of the annual campus budget submission to the CSU Chancellor's Office, ensuring all submissions are in the required format. This role is essential for supporting the university's strategic goals and ensuring that financial resources are allocated effectively to support student success and engagement.

Responsibilities

  • Analyze budgetary data and financial information; prepare reports to illustrate findings.
  • Develop budgetary information through analysis and forecasting within the context of policies and practices.
  • Provide consultative guidance to campus constituencies in administering budgetary and financial policies and practices.
  • Develop and implement budgetary reporting in conjunction with system analysts and financial departments.
  • Perform or oversee analysis and processing of budget transfers and other forms related to Labor Cost Distribution.
  • Conduct complex salary calculations and distribute the campus-wide compensation pool for salary increases.
  • Assist in the preparation and allocation of the comprehensive annual budget for operating and capital improvement programs.
  • Participate in the preparation of the annual campus budget submission to the CSU Chancellor's Office.
  • Create efficiencies to streamline processes within the budget office.
  • Assist in the development, implementation, and maintenance of the student fee master database.

Requirements

  • Equivalent to a bachelor's degree with a major in accounting, business administration, finance or a closely related field.
  • Three (3) years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis of a budget.

Nice-to-haves

  • Campus-wide or company-wide budgetary program analysis, planning or administration experience.
  • Ability to handle multiple tasks and projects effectively.
  • Experience with PeopleSoft Human Resources, Finance or similar enterprise-wide information management system.
  • Knowledge of the principles and practices of governmental budgeting, accounting and public finance.
