About the position

The Senior Budget Analyst position at the North Carolina Department of Health and Human Services (DHHS) is a critical role that involves providing consultation, technical assistance, and coordination in the review and interpretation of service/program financial and budget activities. This position is responsible for analyzing policy and rule changes to determine their fiscal impact and ensuring compliance with federal and state requirements. The analyst will assist in examining whether budget and budget adjustments can be achieved based on known capacity and constraints, and will inform management of potential problem areas. In-depth analysis of complex financial information and reports is a key responsibility, as the analyst will provide accurate and timely financial recommendations to management for decision-making purposes. The role requires reviewing budgets for completeness, accuracy, and compliance with laws and regulations, as well as analyzing cost and utilization trends. The Senior Budget Analyst will monitor assigned division spending to ensure it remains within budget or to identify necessary adjustments. Additionally, the analyst will provide consultation and recommendations to Division and Department leadership concerning issues or requirements, focusing on determining their program and fiscal impact while ensuring compliance with federal and state requirements. Leadership and support to Department and Division management will be provided by identifying and evaluating risks and adverse issues generated in budget activities, presenting appropriate issues and recommended solutions to management. This position is essential in supporting the mission of DHHS to provide the best clinical care to North Carolinians, especially the most vulnerable populations.

Responsibilities

  • Provide consultation and technical assistance in the review and interpretation of financial and budget activities.
  • Assist with examining budget adjustments based on known capacity and constraints.
  • Conduct in-depth analysis of complex financial information and reports for management recommendations.
  • Review budgets for completeness, accuracy, and compliance with regulations.
  • Analyze cost and utilization trends to inform budget decisions.
  • Monitor assigned division spending to ensure compliance with budgetary constraints.
  • Provide recommendations to leadership regarding program and fiscal impacts.
  • Identify and evaluate risks in budget activities and present solutions to management.

Requirements

  • Proven experience applying high-level financial and budget analysis.
  • Documented experience interpreting complex financial data sets to identify trends and outcomes.
  • Experience in a senior budget position.
  • Bachelor's degree in business administration, public administration, accounting, or related field from an accredited institution and five years of experience in governmental accounting on budgeting, including one year in an advanced analyst or administrative capacity.
  • Experience working in human services or a related field is preferred.
  • Documented experience with government accounting/finance is preferred.
  • Experience with data query/data management tools (Access, SQL, Business Objects) is preferred.
