About the position

The Senior Budget Analyst position at Leffler Consulting focuses on resource planning, analysis, and execution of large space development, acquisition, and operation programs. This role is essential in supporting the Agency Program Office and involves ensuring accurate financial reporting, evaluating program performance, and developing budget submissions for large-scale acquisition programs.

Responsibilities

  • Establish and maintain multi-faceted financial management information.
  • Interact with management, technical workforce, and development contractor to align the financial management approach with program objectives.
  • Ensure accurate financial reporting by researching, compiling, verifying, and summarizing program and financial information, including performing Reviews (BMRs), Cost Accumulation Policy (CAP) compliance, GEAC maintenance, and other financial reporting.
  • Review program requirements and spend plans for accuracy and completeness.
  • Evaluate program performance and recommend resource allocations.
  • Support development of the Presidents budget submission (IPBS, CBJB and CJB, or POM and BES in DoD) for large-scale acquisition programs.
  • Analyze trends and developments in planning, programming, budget, and execution processes to identify inconsistencies that could impact financial performance.
  • Develop working knowledge of financial policy, regulations, procedural guidance, and strategic issues to determine the impact to financial management.
  • Enter budgetary information into a variety of Agency financial systems, and develop products using Microsoft applications.
  • Provide Earned Value Management (EVM) analysis and other quantitative analyses in support of recommendations to senior management.

Requirements

  • Bachelors degree in a technical or business-related discipline. Experience may be considered in place of a bachelors degree and determine the position.
  • A minimum of 12 years relevant experience.
  • IC and/or DoD experience preferred.
  • Must be proficient in Microsoft Office, including PowerPoint and Excel (pivot tables and macros).
