The Senior Budget Analyst position at the City of Colorado Springs is a critical role within the Finance Department, specifically in the Fiscal and Strategic Planning division. The Senior Budget Analyst will be responsible for planning, coordinating, and evaluating various financial systems and processes that are essential for the effective management of the city's budget. This role involves managing complex financial analyses and contributing to key projects that impact the city's financial health. In this capacity, the Senior Budget Analyst will analyze proposed budgets across various categories, including capital, personnel, operating, and maintenance expenditures. The analyst will identify potential problems, propose viable solutions, and make informed recommendations based on thorough data analysis. A significant part of the job will involve reviewing and interpreting technical documents and proposals, as well as monitoring and analyzing budget expenditures, operational issues, and financing needs. The successful candidate will maintain accurate records, prepare detailed reports, and create presentations that effectively communicate data findings. They will also be responsible for recommending and developing reports and analyses that highlight the impact of budgetary decisions. Additionally, the Senior Budget Analyst will develop multi-year revenue forecasts and assist in the preparation of the annual budget and the Annual Comprehensive Financial Report. This role requires collaboration with other departments, boards, and external entities to coordinate data collection and project activities. Staying current with all policies affecting budgetary, fiscal record-keeping, and data management procedures is essential. The analyst must also remain knowledgeable about pertinent federal, state, and local laws, codes, and regulations that govern financial practices within the municipal government.

Responsibilities

  • Analyze proposed capital, personnel, operating, and maintenance expenditure budgets
  • Identify problems, propose solutions, and make recommendations based on data analysis
  • Review and interpret technical documents and proposals
  • Monitor and analyze budget expenditures, operational issues, and financing needs
  • Maintain accurate records, prepare detailed reports, and create presentations of data
  • Recommend and develop reports and analysis related to the impact of budgetary decisions
  • Develop multi-year revenue forecasts; prepare and analyze financial reports and statistical data
  • Assist with the development and preparation of the annual budget and the Annual Comprehensive Financial Report
  • Recommend and participate in various organizational studies and analyses
  • Lead complex projects including cost allocation, fiscal impact analysis, and capital planning
  • Coordinate data collection and project activities with other departments, boards, and external entities
  • Remain up to date on all policies affecting budgetary, fiscal record-keeping, and data management procedures
  • Remain knowledgeable on all pertinent federal, state, and local laws, codes, and regulations

Requirements

  • Bachelor's degree from an accredited college or university with major coursework in a related area of study
  • Five years of full-time, professional experience in a related field
  • One year of relevant work experience may be substituted for one year of required education
  • One year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience
