About the position

The Senior Budget Analyst plays a crucial role in supporting the Budget Director and Chief Financial Officer (CFO) by analyzing agency programs and policies for budget implications. This position ensures financial accountability for the Education Secretariat through effective coordination of accounting, contracting, and policy functions. The analyst is responsible for managing federal grants, tracking expenditures, and conducting fiscal analyses to maximize the use of federal funds while collaborating with various stakeholders to align financial strategies with the agency's mission.

Responsibilities

  • Assist the Budget Director and CFO in analyzing agency program and policy functions for budget implications.
  • Ensure financial accountability through coordination of accounting, contracting, and policy functions.
  • Conduct fiscal and policy analyses on EEC administration and programs.
  • Make recommendations for the development of new programs and policies.
  • Manage, develop, track, and analyze expenditures across EEC's federal grants, trust accounts, and capital.
  • Develop and maintain updated federal spending projections based on grant missions and regulations.
  • Integrate department policy and trends into forecasts and communicate changes with stakeholders.
  • Collaborate with other state agencies and external vendors for federal reconciliations and spending.
  • Synthesize information from various departmental units to develop spending priorities.
  • Work with federal agencies to ensure accurate processing of federal draws and reporting.

Requirements

  • At least five (5) years of experience in budget, public policy, or a related field.
  • Knowledge of state government policy development.
  • Familiarity with the state budget process.
  • Experience in facilitating meetings and collaborating with stakeholders.
  • Strong interpersonal and communication skills.
  • Ability to perform high-quality research and data analysis.
  • Results-oriented with the ability to work independently.
  • Ability to work in a fast-paced environment and manage multiple tasks.
  • Commitment to being part of a learning organization.
  • Advanced computer skills, particularly in Microsoft Word, Excel, and Access.
