About the position

The Senior Budget Analyst plays a crucial role in the Financial Services division of the City of Melbourne, responsible for performing complex budget and management analysis functions. This position involves the development of the annual budget, preparation of management analyses, and conducting variance analyses of revenues and expenditures. The analyst must exercise independent judgment and handle confidential information discreetly while communicating effectively with city personnel regarding budget procedures.

Responsibilities

  • Perform variance analyses of revenues and expenditures to support budget development.
  • Write reports, schedules, and narrative sections of the annual budget based on analysis.
  • Prepare Council agenda materials for budget workshops and public hearings, including complex graphs and charts using Excel.
  • Prepare TRIM compliance documents and quarterly budget review reports.
  • Prepare special reports for the City Manager and Department Directors to facilitate management of City operations.
  • Run financial reports to support budget adjustments and perform required budget or policy analysis.
  • Prepare salary projections using payroll/personnel software and update projections for quarterly reviews.
  • Evaluate requests for budget adjustments and verify availability of funds for transfer.
  • Research accounting entries with negative budget impacts and determine necessary corrections.
  • Coordinate with Finance and Engineering Departments regarding capital projects and budget transfers.
  • Prepare budget adjustments for various budgets as needed.
  • Review position control data for accuracy of Council authorized positions.
  • Maintain information in the City's Revenue Manual and update monthly revenue spreadsheets.
  • Attend Council Workshops and Public Hearings on the Budget.

Requirements

  • Bachelor's degree from an accredited four-year college or university.
  • At least three years of progressively responsible experience in governmental budgeting or management analysis.
  • Demonstrated ability to communicate succinctly and clearly in writing.
  • Valid Florida driver's license.

Nice-to-haves

  • Experience with computer-based data and management information systems.
  • Ability to construct complex formulas in Microsoft Excel.
  • Experience in public presentations.
