About the position

The Senior Budget and CPIC Analyst is responsible for the development, management, and maintenance of the organization's Capital Planning and Investment Control (CPIC) processes. This role involves creating and maintaining formal CPIC procedures, conducting data flow analysis, engaging stakeholders, and preparing formal reports. The analyst will also draft investment business cases for federal oversight reporting and support the entire CPIC lifecycle from concept inception to project evaluation.

Responsibilities

  • Develop project documentation in accordance with project phases and CPIC experience, including control reviews and business case submissions.
  • Draft investment business cases for Federal oversight reporting, including justifications for OMB and compliance with federal policies.
  • Develop and submit OMB Major and Standard IT business cases, understanding the federal appropriations cycle.
  • Support the CPIC lifecycle: concept inception, project refinement, project launch, and project measurement.
  • Conduct IT investment scoring related to CPIC lifecycle phases and develop reporting and project management artifacts.
  • Establish IT project plans, determining project purpose, objectives, technical approach, schedules, funding, and staffing.
  • Gather and document business and technical system requirements for large Federal Operations and Maintenance programs.
  • Create written materials documenting processes in support of enterprise-wide IT deployments.
  • Manage IT project planning and execution, including changes and communication with stakeholders.
  • Prepare briefings and written materials for executives regarding project status.

Requirements

  • An ACTIVE and MAINTAINED SECRET Federal or DoD security clearance
  • Bachelor's degree
  • FIVE (5) years of experience in federal technology management or business planning or budgeting

Nice-to-haves

  • PMP Certification
  • Foundational understanding of emerging financial reporting structures in the Federal government, e.g. Technology Business Management (TBM) experience or certification
  • Experience supporting the U.S. Department of State (DoS) with CPIC and IT financial planning analysis
