About the position

The Senior Budget and HR Analyst (SBHA) at California State University, Sacramento plays a crucial role in managing the fiscal and personnel resources of the Enrollment Management division. Reporting to the Senior Associate Vice President, the SBHA is responsible for budget projections, planning, and overseeing a complex budget across multiple departments. This position requires collaboration with various stakeholders to ensure compliance with university policies and effective resource allocation, ultimately supporting the strategic goals of the division.

Responsibilities

  • Lead budget projections and planning for the Enrollment Management division.
  • Provide direction, training, and feedback to up to 7 staff members across various departments.
  • Oversee a complex budget with authority to approve expenditures for 11 departments, totaling approximately 10-14 million.
  • Develop and implement processes, policies, and practices for financial management in compliance with CSU and university policies.
  • Collaborate with executive leadership for cross-divisional resource planning.
  • Research and analyze financial and employment data, preparing reports for senior leadership.

Requirements

  • Bachelor's degree or equivalent training and administrative work experience in public administration or a related field.
  • Experience using standard office software (Word, Excel, Access, PowerPoint, Outlook) for report preparation and communication.
  • Working knowledge of budget policies, operational and fiscal analysis, and management techniques.
  • Ability to use MS Excel for budget planning and projections, and to reconcile expenses.
  • Strong organizational skills to manage multiple priorities and anticipate problems.

Nice-to-haves

  • Experience with personnel administration in a bargaining unit environment.
  • Two or more years of administrative work experience in a large complex organization.
  • Experience using PeopleSoft for HR and financial modules.
  • Thorough knowledge of higher education personnel and budget processing policies.
