The Senior Budget and Management Analyst position is a critical role within the Office of Budget and Finance, specifically focusing on Budget Formulation and Administration. This position involves assisting in the preparation of the County's budget proposals, analyzing agency budget requests, and conducting comprehensive studies of the organization, functions, and fiscal conditions of various County agencies. The analyst will work under general supervision and will be responsible for preparing budget proposals for review by senior officials, including the Director, County Administrative Officer, and County Executive. This includes analyzing and projecting revenues, preparing detailed statements that delineate budget requests, reductions, approved allocations, and anticipated revenue sources. In addition to budget preparation, the Senior Budget and Management Analyst will review proposed expenditures to ensure they conform to approved budgets. This role requires a thorough investigation and analysis of requests for new or additional positions to determine their justification. The analyst will lead and participate in studies aimed at improving the efficiency and economy of County agencies, preparing periodic reports that highlight findings and recommendations. Participation in County Council budget hearings is also a key responsibility, as is coordinating systems development in collaboration with Data Processing personnel. The position may also involve general office duties, including preparing correspondence and performing other related tasks as required.
