About the position

The Senior Budget and Policy Analyst will perform intensive review and analysis of complex fiscal and economic policy issues for the County Council. This role involves analyzing fiscal and economic policy issues associated with legislation, budget and tax policy issues related to economic development projects, and providing policy advice and guidance to the County Council.

Responsibilities

• Conduct fiscal analysis of the County's revenues and expenditures.
• Perform fiscal and economic analysis of major County projects, programs, and policy issues.
• Analyze economic development incentive proposals and real estate dispositions.
• Conduct legislative and budgetary analysis of the budgets of selected departments, agencies, funds, and accounts.
• Conduct relevant research and furnish policy advice and guidance to elected officials.
• Present information to elected officials in public meetings.
• Supervise and manage professional/administrative staff.

Requirements

• Seven years of progressively responsible professional experience in fiscal and policy analysis or public funding, with three years in a supervisory or executive capacity.
• Graduation from an accredited college or university with a Bachelor's degree.
• An equivalent combination of education and experience may be substituted.

Nice-to-haves

• Master's degree in business administration, management, finance, economics, public policy, public administration, planning, political science, law or related field.
• Experience in researching and analyzing complex issues and public policy problems, synthesizing and recommending strategic actions, and presenting information for decision-makers.
• Experience in fiscal analysis of governmental revenues and expenditures.
• Experience in economic analysis of legislation, plans, major governmental projects, programs, and policy issues.
• Experience in preparing clear and concise written reports on policy issues and in making clear presentations to government officials, the public, and the media.
• Experience in working effectively with elected and appointed officials, heads of departments and agencies, universities, and leaders in the private sector.
