About the position

The Senior Capital Project Manager is responsible for managing the planning, design, and construction of capital improvement projects valued between $10,000 and $20,000,000. This role operates independently under administrative supervision, developing and implementing processes within organizational policies while reporting major activities to department heads and executive-level administrators. The projects include public buildings and horizontal projects, with potential involvement in historic structure restoration. The position also includes supervisory responsibilities over department staff and assists the Senior Director of Capital Projects Management.

Responsibilities

  • Manage the planning, design, and construction of capital improvement projects.
  • Supervise department staff, including contract coordinator and construction inspector.
  • Act as project liaison and communicate with stakeholders, architects, contractors, and regulatory bodies.
  • Update and manage project schedules, costs, and budgets throughout the project lifecycle.
  • Assess and resolve project issues including contract disputes and technical issues.
  • Prepare Requests for Proposals and evaluate vendor proposals for contract awards.
  • Perform pre-design assessments and develop initial project schedules and cost estimates.
  • Manage design consultant contracts and perform quality control on design documents.
  • Review construction documents for quality, cost, and compliance with project requirements.
  • Obtain necessary approvals and manage compliance with permits and regulations.
  • Coordinate utilities and information technology systems for project installations.
  • Review contractor submittals and construction test reports.
  • Coordinate project close-out procedures and archive project documentation.
  • Review and approve all project-related invoices and applications for payment.
  • Provide professional assistance and past project information to support other departments.
  • Develop and evaluate improvements to project management procedures and documents.

Requirements

  • Bachelor's Degree in Civil Engineering or Architecture.
  • Four years of engineering management experience, including personnel and administration experience.
  • Georgia Professional Engineer or Architect license or Project Management Professional (PMP) certification preferred.
  • Valid state driver's license with an acceptable driving history.
