About the position

OCT Consulting LLC is seeking a Senior Change Management Associate to support a significant reorganization effort for a U.S. civil agency client. This role is pivotal in guiding the transformation of a workforce of over 500 full-time employees (FTEs) around Category Management principles. The ideal candidate will possess a strong background in change management, particularly within federal government contexts, and will be responsible for developing and implementing a comprehensive Change Management Plan. This plan will encompass the introduction of new organizational structures, processes, policies, and procedures necessary for the successful execution of the reorganization. In this position, you will prepare the organization for impending changes by assessing change management needs, crafting effective communication strategies, and continuously measuring the implementation of the defined changes. Collaboration with business process analysts and communications consultants will be essential to ensure that the transformation aligns with the established plan. Additionally, you will be tasked with briefing senior executives on the progress of the transformation, making it crucial to be a versatile worker who can also contribute to various general management consulting tasks as required. Your responsibilities will include acting as a subject matter expert in change management, leading the implementation of the Change Management Plan, creating visually appealing presentations and infographics, conducting discussions to assess change progress, and developing communication materials to inform the workforce about new processes and policies. You will also facilitate executive-level meetings, draft meeting minutes, and conduct research and analysis to support the overall objectives of the project. This role offers an excellent opportunity to work closely with high-level government executives and be part of a small team dedicated to executing a high-profile reorganization.

Responsibilities

  • Acting as change management subject matter expert
  • Developing and leading the rigorous implementation of a comprehensive Change Management Plan
  • Creating aesthetically appealing PowerPoint presentations, infographics, and other work products
  • Conducting 1:1 and group discussions to gauge the level of change and progress
  • Developing and executing approaches to monitor change
  • Developing communications to update the organization on changes
  • Communicating business process changes to the client's workforce
  • Leading briefings to senior executives and stakeholders
  • Providing support and guidance around change management, communications, and training
  • Assisting with the development of presentations, briefing materials, and infographics
  • Supporting executive-level meeting facilitation and scheduling
  • Drafting, finalizing, and distributing meeting minutes
  • Conducting self-directed research and analysis, producing reports and presentations as assigned

Requirements

  • Minimum of ten (10) years of work experience providing expert-level change management support within the Department of State, DoD, or other Federal agencies
  • Certifications related to change management are highly desirable
  • Excellent organizational and detail-oriented working style
  • Excellent communication skills and ability to work collaboratively with senior government stakeholders
  • Proficiency in Microsoft suite of programs and Google tools
  • Ability to manage competing priorities and multiple taskings
  • Openness to feedback and continuous self-improvement
  • Highly intellectually curious and resourceful in problem-solving
  • Willingness to perform a broad range of tasks from high-level strategy to administrative duties
  • Demonstrated critical thinking and flexibility in supporting diverse projects
  • Bachelor's Degree
  • Must possess or be able to obtain and retain a Moderate Risk Public Trust clearance
