About the position

McMillen is seeking a Senior Civil Engineer - Fish Hatcheries to join our team of civil, mechanical, electrical, hydraulic, and structural engineers. This role involves working on a variety of water resource and fisheries-related projects, with a particular focus on the design of upstream and downstream fish collection facilities, fish passage, fish screening, acclimation facilities, pump stations, and aquaculture water treatment. The Senior Civil Engineer will be responsible for the civil design of these facilities, ensuring that projects are delivered safely within scope, budget, and schedule. This position requires maintaining professional and proactive communications with clients, stakeholders, and the design team. Ideal candidates will possess 12-15 years of aquaculture engineering or hatchery design experience. The preferred location for this position is in Seattle, Boise, Denver, Sacramento, or Portland, but we are open to considering remote or hybrid arrangements depending on the candidate's experience. The Senior Civil Engineer will perform civil engineering design with a focus on fisheries-related infrastructure applications, including hatcheries, fish passage, stream restoration, and other water resource facilities. This role will also involve leading a cross-discipline team of engineers to design fish hatcheries and water resource structures, conducting site investigations, developing construction documents, and supporting the development of permit documents to meet regulatory requirements. In addition to technical responsibilities, the Senior Civil Engineer will coordinate with clients, subconsultants, contractors, and regulatory agencies, provide construction engineering support, and manage project budgets. The role requires strong leadership skills, as well as the ability to support and guide CAD technicians in design drawing development. Candidates should have a Bachelor's degree in Civil Engineering, with a Master's degree preferred, and must be a licensed Professional Engineer (PE).

Responsibilities

  • Perform civil engineering design focused on fisheries-related infrastructure applications, including hatcheries and fish passage.
  • Lead a cross-discipline team of engineers to design fish hatcheries and water resource structures.
  • Conduct site investigations and inspections, providing detailed assessment reports of conditions.
  • Develop construction documents, including plans and specifications.
  • Perform and supervise cost estimating during various design phases.
  • Support the development of permit documents to meet federal, state, and local requirements.
  • Coordinate upland and bathymetric surveying and geotechnical investigations.
  • Develop design calculations, technical memorandums, and design document reports.
  • Coordinate with clients, subconsultants, contractors, and regulatory agencies.
  • Provide construction engineering support and management.
  • Develop engineering fee proposals, track project budgets, and conduct monthly invoice reviews.
  • Support and provide guidance to CAD technicians during design drawing development.

Requirements

  • Bachelor's degree in Civil Engineering from an accredited University; Master's degree preferred.
  • 12+ years of experience in civil and hydraulic engineering, with demonstrated experience in aquaculture techniques and hatchery operations.
  • PE Required; NCEES registration preferred.
  • Considerable knowledge of hatchery facility construction and maintenance requirements.
  • Extensive experience with design, layout, and specifications related to aquaculture projects.
  • Knowledge of developing bio-programs, water and space requirements, and hatchery bio-security.
  • Experience with cold water, cool water, warm water, and recirculating aquaculture.
  • Understanding of water resource infrastructure including fishery-related projects and water treatment.
  • Experience developing individual or system-wide hatchery plans.
  • Knowledge and experience with invasive species management.
  • Experience with Tribal, State, and Federal fish and wildlife program managers is a plus.
  • Demonstrated ability to create reports and prepare detailed calculation packages.
  • AutoCAD civil 3D experience preferred.
  • Strong written and verbal communication skills.
