Currently, we are looking for a Senior Civil Engineer specializing in Land Development to join our team in Winchester, Virginia. The ideal candidate will have extensive experience in managing multi-discipline projects across various sites within the City of Winchester and the surrounding region. This role involves overseeing the development of Land Development Plans, which includes preparing engineering design drawings, technical specifications, and engineering reports from the schematic design phase through to construction. The Senior Civil Engineer will coordinate permits through regulatory agencies for large-scale, complex projects and provide expertise in hydrologic and hydraulic analysis, including flood control and water quality compliance. Additionally, the role requires delegating workload to Junior Engineers and Drafters, mentoring them in developing stormwater management strategies, utility coordination, and erosion and sediment control design. The successful candidate will manage multiple projects and tasks, monitor schedules and budgets, conduct field inspections as needed, meet regularly with clients, and prepare proposals for new and existing clients, including estimating project fees. Additional tasks may be assigned as necessary.

Responsibilities

  • Manage multi-discipline projects on a variety of project sites within the City of Winchester and the surrounding region.
  • Oversee the development of Land Development Plans including the preparation of engineering design drawings, technical specifications, and engineering reports from schematic design through construction.
  • Coordinate permits through regulatory agencies for large scale, complex projects.
  • Provide expertise in hydrologic/hydraulic analysis including flood control and water quality compliance.
  • Delegate workload to Junior Engineers & Drafters; mentor and guide Junior Engineers in developing stormwater management strategies, utility coordination, and erosion & sediment control design.
  • Manage multiple projects and tasks; monitor schedules & budgets to ensure effective completion of projects accordingly.
  • Complete field inspections as needed.
  • Meet regularly with clients.
  • Prepare proposals for new & existing clients, including estimation of project fees.
  • Additional tasks may be assigned as needed.

Requirements

  • Bachelor's degree in Civil Engineering or a related discipline.
  • 7+ years of professional experience working in Engineering, preferably with Land Development design projects.
  • PE license in VA (WV also preferred, reciprocity to be sought for WV upon start). Candidates who can obtain their PE within 6 months of their start date will be considered.

Nice-to-haves

  • Expertise in the Land Development process in the Winchester and Martinsburg surrounding region.
  • Management and/or Project Management experience; proven ability to manage multi-discipline projects is preferred.
  • Advanced proficiency with site design functions: site layout, grading, utility design, stormwater management, erosion control, municipal & land-use regulatory approvals, etc.
  • Experience working with stormwater management, especially utilizing Hydrology and Hydraulics (H&H) modeling tools.
  • Proficiency with engineering tools (e.g., CADD, project management software); experience with AutoCAD Civil 3D is a plus!
  • Proficiency in standard office software applications: Microsoft Office 365 (especially Word, Excel, and Outlook), Adobe Acrobat; experience with Bluebeam Revu is a plus!
  • Proven ability to look at the "Big Picture" as well as the project goals to coordinate various design disciplines accordingly.
  • Proven track record of demonstrating punctuality with consistent attendance.
  • Proven ability to work in an energetic & challenging team environment as a collaborative Team Player, while maintaining the ability to work independently as well as part of a team.
  • Proven ability to demonstrate problem-solving skills, especially when working on a variety of projects while providing solutions to difficult issues.
  • Excellent communication skills (verbal & written).
